The City Counci l met in a Work Session
at 4:30 p.m., Fairhope Municipal Comp lex Council Chamber,
161 North Section Street, Fairh ope, Alabama 36532,
on Monday, 25 November 2019.
Present were Council Presid ent Jack Burrell, Councilmembers: Jimmy Conyers,
Robert Brown, and Kevin Boone, Mayor Karin Wilson, City Attorney Marcus E.
McDowell, and City Clerk Lisa A. Hanks. Councilmember Jay Robinson was absent.
Council President Burrell call ed the meeting to order at 4:30 p .m.
The following topics were discussed:
• The Discussion of Updating Film Ordinance was fir st on the agenda. Community
Affairs Director Jessica Walker explained the need for updating due to dead lines and
use of City property for filming . She suggested low impact and commercia ls having
a 14 day deadline ; and a lower fee rate and sec urity deposit. Ms. Walker also stated
the need to exempt news organizations for routine reporting. The consensu s of the
City Council was for Mayor Wilson, Council President Burre ll, and Ms. Walker to
work on revising the wording for the ordinance.
• Councilmember Conyers mentioned the Historic Preservation Committee's next
meeting being December 11 , 2019. He said the Committee's sole purpose is for a
commission; and a revised ordinance is being prepared for presenting to the City
Council; and it is needed for the City to be a Certified Local Government ("CLG").
Councilmember Conyers mentioned the Fairhope Environmental Advisory Board and
a resolution for the Dyas property for a Fly Creek Watershed Collaborative Group ;
and commented the Library Board meets Decem ber 16 , 2019.
• Councilmember Brown mentioned two items on the agenda: an ordinance to dissolve
the Education Advisory Committee and one to es tab lish the Fairhope Public Schools
Commission. He said the proposed membership will be on the next agenda.
Councilmember Brown brought up the Pedestrian and Bicycle Committee and the
Rotary C lub Mats. Mayor Wilson commented they were completing the details on
location for safety and to a ll ow sweeping the beach .
• Councilmember Boone stated the Harbor Board and Personnel Board will be meeting
in December.
• Council President Burrell gave an update for the Fairhope Airport Authority:
potential hangar lease , Eastside negotiations for construction of hangars, possible
flight school for rotary wings (helicopters , Eastside gate to remotel y operated; and
how to market th e West side.

• Special Projects Manager Lynn Maser addressed the City Council regarding
Thanksgiving Dinner being celebrated at Fairhope Docks ; and December 10, 2019
from 4:00 p .m . to 6:00 p .m. at the Quail Creek Clubhouse the first employee happy
hour. Ms. Maser explained the agenda item for "Parking at Fairhope Docks" and the
need for some enforcement.
• Community Affairs Director Jessica Walker addressed the City Council regarding the
Eastern Shore Art Center and First Friday Art Walk; Santa Saturdays ; National Park
Service survey and connectivity meetings ; and the issue with Friday parade and Art
Walk. Council President Burrell commented the City Council adopted a resolution to
switch the days.
• City Treasurer Kim Creech addressed the City Council regarding a Symbol Clinic for
employees; and an update on health insurance put in the Council's boxes .
• Development Services Manager Buford King addressed the City Council regarding
the Planning Commission and an MOPs update on the subdivision code for a
finalized plat process. He addressed Agenda Item Number 7 regarding the setbacks
needing to be updated: 30 ' on all sides except the west rear needing to be a 40 '
setback.
• Planning and Zoning Manager Hunter Simmons addressed the City Council
regarding an amendment to the PUD language in the Zoning Ordinance; and the
Master Plan becoming one document. Council President Burrell suggested a
"Sunset Clause" if nothing is developed ; and gave an example of the apartments
in the Fly Creek PUD.
• Council President Burrell thanked Jay Whitman and Richard Peterson for the
upgrades and how they are handling the traffic and detour.
• Water and Sewer Superintendent Jay Whitman addressed the City Council and
explained the agenda item for the sewer vacuum truck and the need to replace the
old one.
• Operations Director Richard Peterson addressed the City Council regarding the
point repairs on ichols ; contracts on Site Work executed; and traffic control
with citizens being gratuitous . Council President Burrell questioned the Twin
Beech lift station and the odor. Mr. Peterson said the odor filter was installed
three to four weeks ago. He gave an update on the other lift stations.
• Electric Superintendent Michael Allison addressed the City Council regarding
tree lighting; tree trimming for the whole City; other substation upgrades will
begin in June of next year; and working on Nichols and Twin Beech
concurrent! y.
• Building Official Erik Cortinas addressed the City Council with updates on
permits and new bui lding . He said single family residential bas increased; and
commercial is steady. Mr. Cortinas said there will be renovations to Thomas
Hospital; building on Northwest comer of Boothe; Fairhope Hardware; and a
Chocolate Shop .
