Waivers of city facilities Notice must be stamped, dated and initialed before posted on bulletin board. p Q 5 TED /}pf-i i 3(), .J()/o k DATE L!/ii!dlld ~ SIGNATURE STATE OF ALABAMA COUNTY OF BALDWIN )( )( The City Council met in a Work Session at 2:02 p.m., City Hall , Delchamps Room, 161 North Section Street, Fairhope , Alabama 36532, on Monday, 17 May 2010 . Present were: Present were Council President Lonnie L. Mixon, Councilmembers : Debbie W . Quinn, Daniel Stankoski , and Rick Kingrea, Assistant City Clerk Candace G . Antinarella. Mayor Timothy M. Kant, Councilmember Michael A. Ford, City Clerk Lisa A. Hanks and City Attorney Marion E. Wynne were absent. Council President Mixon called the meeting to order at 2:02 p .m . The following topics were discussed: • Councilmember Kingrea introduced the proposed Noise and Alcohol Ordinances . There was no public participation on this subject. These ordinances will be introduced at the May 24, 2010 City Council Meeting. • Sherry Sullivan proposed ideas formulated by herself and Councilmembers Quinn and Stankoski regarding new guidelines for fee waivers. The proposals will come before the council in the near future in the form of an ordinance. Councilmember Mi x on read a proposed ordinance that all requests for waivers must come before the council. This ordinance will be introduced at the May 24, 2010 City Council Meeting. • Councilmember Mixon read a "Where we were, are and need to be" statement regarding the City 's position on finances . This statement opened the discussion of the City's budget and financial state. • City Administrator Gregg Mims discussed the financial packet he distributed containing information on all city departments . • City Treasurer Nancy Wilson stated that further discussion of healthcare will be held until the May 24, 2010 Financial Advisory Committee meeting . • Bobby Hall presented documentation regarding the financial state of Quail Creek Golf Course and its amenities. • Sherry Sullivan discussed the Nix Center as well as other city departments and ways to cut costs and generate more revenue. • Nancy Wilson gave a brief discussion of the city's financial interest rate. • Police Chief Bill Press discussed the documentation regarding the topics of the city jail and 911 dispatch among other department procedures. • Councilmember Kingrea suggested to Gregg Mims to get with Department Heads and get a list of prioritized items related to financial cuts and ways to increase revenue . All financial items will be revisited at the May 24 , 2010 Financial Advisory Meeting.
