The City Council met in a Work Session
at 5:15 p.m., City Hall , Delchamps Room ,
161 North Section Street, Fairhope , Alabama 36532, on
Monday, 26 July 2010.
Present were:
Present were Council President Lonnie L. Mixon, Councilmembers: Debbie W.
Quinn, Daniel Stankoski , Michael A. Ford , and Rick Kingrea, Mayor Timothy M. Kant,
City Clerk Lisa A. Hanks . City Attorney Marion E . Wynne was absent.
Council President Mixon called the meeting to order at 5 : 15 p .m .
The following topic s w ere discussed:
• Lonnie Mi x on commented that the Alabama League of Municipalities said if you
waive the fee for one person you must w aive the fee for another. Individuals or
entities must be treated equally. Legal issues were brought up regarding these
waivers . Non-profit groups were di sc u ss ed and possible contracts for use of
facilities.
• Bob Callahan , Baldwin County Board of Education, introduced the new
Superintendent Dr. Alan Lee to the City Council.
• Lonnie Mixon stated that the City should adv ertise in-house for qualified individuals
and/or move employees around to fill these positions. With the garbage bid on the
street, some of these employees may want to fill the open positions . Then advertise
outside of the City. Rick Kingrea mentioned natural attrition was the way to go and
move employees around.
• Jim Homer, Chairman of the Fairhope Environmental Advi sory Board, and Ron
Heveran presented the simplified v ersion of the FEAB By-Laws which details how
the FEAB works.
There being no further business to come before the City Council, the meeting was
duly adjourned at 5:42 p.m.

Fairhope Environmental Advisory Board
Article I. Mission
The mission of this Board shall be to provide policy advice to the Mayor and City
Council regarding environmental matters that concern the City of Fairhope.
Article II. Membership
Section 1. Members will usually be residents of Fairhope. They will be interested
in the environmental issues. Employees of environmental agencies or companies
having economic interests in environmental matters will be welcome to attend
Board meetings and comment on issues under study.
Section 2. The Board will consist of 6 to 10 active members. Members may be
nominated by the Mayor, City Council or by other members.
Section 3. The City will assign a qualified employee to attend meetings and be
responsible for taking meeting minutes to be distributed to members and other
interested parties and maintain an up-to-date listing of members and their
addresses. Other City employees with environmental responsibilities are urged to
attend meetings.
Section 4. The Board may have sub-committees, such as Tree or Recycling
Committees, which will each have its own chairman and appropriate
objectives. Such sub-committees may meet separately as needed, but will
report their .activities in regular monthly Board meetings.
Section 5 . The City Council will appoint one councilman to attend Board
meetings and/or keep informed of Board activities. At a minimum, the
councilman will meet with the Board Chairman every three months to keep
apprised of environmental issues under consideration.
Article Ill. Officers and Meetings
Section 1 . The Chairman of the Board will be selected by majority vote of the
members attending the first meeting of the year and may seNe as long as the
Board decides.
Section 2 . The Chairman will organize and preside over meetings and appoint
members to special sub-committees as needed to accomplish issues being
addressed.
