POSTED if-cJ/)-/tJ DA~ {/ihldaei~ SIGNATURE ., STATE OF ALABAMA )( COUNTY OF BALDWIN )( The City Council met in a Work Session at 5:00 p.m., City Hall , Delchamps Room , 161 North Section Street, Fairhope, Alabama 36532, on Monday, 27 September 2010. Present were: Present were Council President Lonnie L. Mixon, Councilmembers: Debbie W. Quinn, Daniel Stankoski , Michael A. Ford, and Rick Kingrea, Mayor Timothy M . Kant, and City Clerk Lisa A . Hanks. City Attorney Marion E. Wynne was absent. Council President Mixon called the meeting to order at 5 :00 p.m. The following topics were discussed: • Rates for the Quail Creek Golf Course were addressed for City retirees and the need for a motion for all City employees retired as of this date would have the same benefits at regular City employees. • City Holidays were discussed and this would be an agenda item for the City Council meeting. • An Ordinance is also on the agenda to put "Public Participation" before Resolutions and Ordinances. The agenda is posted on Thursday and citizens would have up until noon on the Monday of the Council meeting to tell the City Clerk he or she would like to be on the agenda and which item would be addressed. The two minutes per person would be changed at the Council meeting to three minutes per person as an amendment to the Ordinance. • The Baldwin County Watershed Coalition was discussed by Jim Horner and Dick Charles. The Memorandum of Understanding is for morale support only; a certificate of togetherness and put the City behind the movement. Several citizens spoke against this movement. • Rick Kingrea mentioned the following items which would be on the October 11, 2010 agenda: A Resolution to reject all bids for Solid Waste Collection and Disposal and to prepare a new bid for Solid Waste, Trash, and Recycling for Collection and Disposal; etc. Work Session Monday, 27 September 2010 Page -2- A Resolution for the study on the Utility facilities and equipment; infrastructure needs. An Ordinance that will deal with lawsuits or legal actions ; legal services; and indemnify City Offi cials. • Fairhope High Schoo l Boo ster C lub will donate $2,500 towards a new scoreboard for Vo lanta Park. It wi ll cost approximately $10,000 for new scoreboard. • Phil Cusa with Thomas Hospital asked the City Council to look at waiving fees for the utilization of the Civic Center and Ni x Center. A contract will be prepared for the October 11 , 2010 City Council meeting. • Daisy Vines , citizen of Fairhope and member of the Nix Center, addressed the City Council to request that the fees not be raised. She mentioned that Social Security has not increased for the past three years . • Mayor Kant discussed the Budget Process and said this was a new experience for him. He worked wi th D epartment Heads , was invited to every meeting, and discussed several issues with Lonnie Mixon. Public Safety and Public Works are the two main departments and issues for the City. • D ebbie Quinn brought up parking issues with Faulkner students .
