Kant (arrived at 5:40 p .m .), and C it y C le rk Li sa A. Hanks. C it y A ttorney Marion E.
Wynne was absent.

The fo ll owi ng topics were disc ussed :
• Richard Gi le, speaking on be ha lf of The Hamlet an d Carro ll P lace residents, addressed
the City Council rega rd in g th e Storm Alert System. H e req u ested for someo ne to look
into th e a larm system to m ake it better for the e ld e rl y. Coun c il President Mixon
s uggested that C it y Ad mini s trato r G regg Mim s and Mr. G il e meet regard in g this iss ue.
• Dr. Diane Thomas, me mb e r of th e P ersonne l Boa rd , addressed the City Counci l
regarding the statu s of the Evergree n Solutions Co mp ensation a nd Job Classifi cation
Salary Study. D r. Thomas said that C ity C lerk Lisa H anks was the Team Captain a long
w ith Lorenzo H oward and he rse lf. Dr. Thomas briefly went through the task li st and
gave a s tatu s on each one. She me ntion ed there was a fi ve facto r scale for grade leve ls
and th e pay ranges wi ll have in ternal a nd external eq uity. Sh e said Evergreen wi ll make
recomm endation s and then Loren zo a nd I w ill make o ur reco mme nd ations to the City
Coun c il. Co un ci lme mb er Kingrea q ues ti oned when th e repo ti wou ld be comp lete. Dr .
Thomas re pli ed we ho pe w ithin t he next month. Coun c ilm e mb e r Quinn stated "you
guys h ave pu t a lot of wor k into it."
• M ik e Odom , The Fairhope Couri e r, addressed the C it y Coun c il reg arding t he Salary
S tud y, Personnel Board "Committee," and Request fo r Qualifications "Comrnittee." Mr .
Odom thanked the City Coun ci l fo r the status of the Salary S tudy. He requested that th e
Personn e l Board "cornn1ittee" as we ll as the Request for Qua li fication s "committee"
meetin gs be open. Coun c il President Mi xon co mmented that th e QBS resol uti o n was
bei n g upd ate d to be prese nt e d to th e C ity Co un c il ; a nd sa id the Personn e l Board has not
me t to di scu ss the recommend a tion s for r ev ision s to per so nn e l ma nu a l.
• Sh e rr y S ulli van , Director of Community Affairs , addressed the C it y Co uncil regardin g
the C it y of Fai rh ope Webs it e Des ign R eq uest fo r Qualifications update. She said we
have had several issues wi th the we b s ite and there is n o interaction . There were two
compani es wit h s imil ar re sul ts wit h one of the compani es billing out over three budget
cyc les . Ms. Sullivan me nti oned citizens wi ll be able to access a nd interact w ith the new
webs ite . There were questions abo ut th e se lection process and cost of services .

Dan Ames , Purchasing Manger, repli e d th at we fo llowed the Quality B ased Selection
Poli cy and M s. Sullivan gave me a li st of local ent iti es to also se nd the req uest. He
stated we ran throu gh our sys te m as us ua l. Mr . Am es sa id a ll figures are budgeting
figures a nd th e fee schedul e w i II be pr ese nt ed later.
• City Admi n istrator Gregg Mims addressed th e C it y Counci l r egardin g Tony 's Towin g
request; the Tow in g Ordinance w hich is on the City Council agenda for tonight. H e sai d
if this ordinance is adopted , th e fees will b e at the State numbe rs or lo wer; and th e State
ha s to approve the fees . Mr. Mims briefl y di scu sse d the changes in th e ordinance. The
changes were ve rifi ed w ith the State; and other Ci ti es h ave an ordinance but no rate
sc h edul e .
• Stacy Rekeweg, owner of Andre's , addressed the City Co un c il req uesting permiss io n to
u se the Pub lic P arking Lot at the corn e r of Bancroft a nd Fairhop e Avenue adjace nt to
Julw in 's for a 50th Weddin g Anniversary fo r the Clarks . Ms. R ekeweg mentioned the
Hoot Scoot is th e same eve nin g and parkin g is needed . Counci l President Mixon asked
Ms . R e kew eg to get with Gregg Mims and Chief Press.
There being no further bu s iness to come befo re th e City Council , the meetin g
was duly adjourned at 5:45 p .m .
