The City Council met in a Work Session
at 4:30 p.m., Fairhope Municipal Complex Council Chamber,
161 North Section Street, Fairhope, Alabama 36532,
on Monday, 14 March 2022.
Present were Council President Jimmy Conyers, Councilmembers: Corey
Martin, Jay Robinson, and Kevin Boone, Mayor Sherry Sullivan, City Attorney
Marcus E. McDowell, and City Clerk Lisa A. Hanks. Councilmember Jack Burrell
was absent.
Council President Jimmy Conyers called the meeting to order at 4:30 p.m.
The following topics were discussed:
• The first item on the Agenda was the Discussion of Revision to Right of Way
Ordinance. Building Official Erik Cortinas addressed the City Council and explained
the changes and the rea sons why these were needed. Mr. Cortinas said he sent the
ordinance with changes to Greg Fender wi t h Local Government Services, LLC to
review for the City . He gave an example of balconies or appendages with a onetime
permit. Mr. Cortinas said he wants this to be on the second meeting in April.
• Water and Sewer Superintendent Jason Langley addressed the City Counci l regarding
the Discussion of Raintree Lift Station. He said the Property Owners Association will
bring the lift station up to the City's specifications and then we will take over for
maintenance. The consensus of the City Council was for them to move forward and
we would take over the maintenance.
• Scott Hutchinson with GMC addressed the City Council regarding the Review and
Discussion of Working Waterfront Engineering Plans. He expla ined to the City
Council several items needing to be addressed: style of lift for bluff, entrance pavers,
rail for bulkh ead, and finish for bulkhead. Mr. Hutchinson said the time deadline is
less than two weeks .
• Councilmember Martin mentioned the Fairhope Environmental Advisory Board and
the need for a meeting of the minds .
• Councilmember Boone announced the Personnel Board meeting scheduled for March
24, 2022 at 7:00 a.m.
• Council President Conyers stated three items are needed to be added to the City
Council agenda: Fels Park Fencing, Restaurant Liquor License for Sean's Prime
Dining, and VT SCADA Services for the Electric Department. He announced that
Agenda Item Number 6 regarding Blast Soccer has been pulled.

• Public Works Director Richard Johnson addressed the City Council and gave an
update on the signal upgrades at Twin Beech and U. S. Highway 98. He addressed
Agenda Items No. 7 and 1 O; and answered any questions if needed. Mr. Johnson
explained the issue that City Staff is having with bids; and that we either get no bids
or only one bid.
• Community Affairs Director Paige Crawford addressed the City Council regarding
the Arts and Crafts Festival; and a1mounced the roads will close on Thursday at 5:00
p.m . She addressed Agenda Item No. 7; and answered any questions if needed. Ms.
Crawford said the Live at Five concert would on Friday evening with Sister Hazel
performing.
• Recreation Director Pat White addressed the City Council regardi ng Youth baseball
and soccer; Fairhope Storm; and Special Olympics on March 24th and 25th. He said
private teams and clubs must register with Recreation for fields and facilities; and
mentioned the Fels Park Fencing being walked on the City Council agenda.
• Electric Superintendent Jade Fleming addressed the City Council regarding the 46/12
work; and the Morphy and Nichols' substation projects. He addressed Agenda Item
No. 13 and the VT SCADA Services being walked on; and answered any questions if
needed.
• Water and Sewer Superintendent Jason Langley addressed the City Council and
mentioned we only received one bid for th e Va lley lift station. He addressed Agenda
Items No. 8 and 12; and answered any questions if needed.
• Gas Superintendent TelTy Holman addressed the City Council and mentioned all of
the line locates for the Gas Department: 17,000 in 2020, 27,000 in 2021, and 2022
locates are 10 percent higher. He gave kudos to Building Official Erik Cort.inas for
redoing the Right of Way Ordinance.
• IT Director Jeff Montgomery addressed the City Council regarding Agenda ltem No.
11; and answered any questions if needed.
• Planning Director Hunter Simmons addressed the City Council regarding 811 Calls
and the line locates possib ly going to the State level. He thanked everyone for
attending t he Comp Plan meetings.
• Building Official Erik Cortinas addressed the City Council regarding Agenda Item
No. 9; and answered any questions if needed.
• Mayor She1Ty Sullivan addressed the City Council regarding Agenda Item No. 5 for
the lease o f the Writer's Cottage; and answered any questions if needed.
• Council President Conyers mentioned the Library Board appointment on the City
Council agenda; and said the Library Board has recommended Debra Langham .
• Councilmember Boone mentioned the Harbor Board appointment and
reappointments on the City Council agenda .

The Agenda Meeting was held during the Work Session under Department
Head Updates .
There being no further business to come before the City Council, the meeting
was duly adjourned at 5:42 p.m.
