Present were Council Pres ident Lonnie L. Mixon , Councilmembers: D ebbie W. Quinn , Daniel Stankoski (arri ve d at 5:20 p .m.), Mic ha e l A. Ford , a nd Rick Kingrea, Mayor Timothy M. Kant (arrived at 5 : 13 p .m .), and City C lerk Lisa A. Hanks. C ity Attorney Marion E . Wynne was a b sent. Council President Mi xon call ed th e meeting to order a t 5:00 p.m. and exp la in e d this m eetin g wi ll b e informal a nd a c han ce to get ideas from the publi c. 1. Paul Ripp, 22985 High Ridge Ro a d , a ddressed the City Council and mentioned the following items and his co ncern s: 1) Planning & Zoning D epartment has cost the City millions of dollars 2) Comprehensive Plan is a lega l bindin g contract 3) 2% Sales Tax ado pted and we pay over $1.0 million o n atto rn ey fees 4) 2009 In frastructure bad a nd is still bad 5) Publix lawsuit 6) F ly C reek cleaning issue 7) Dyas lawsuit is a ppro aching $2.0 million 8) BP Scandal 9) Public participation and s pecial called meetings: Bi s hop hearing & BP m eetin g 10) Dorsey Henderson issue 11) F ree garbage 12) C ity Administrator co uld save $550,000 eve ry fo ur yea rs 13) Poli ce Escorts , Tree Ordinance , and Noise Ordinance 14) Las t E lection said there wo uld be a forensic a udi t 15) Private School issu e -ve ry big distraction/where do you sta nd on this No one else s poke durin g Public Par ticipation . Lonnie Mixon open ed up the Work Session around 5: 10 p .m. and the fo llow in g topics were di scu ssed : • Poli ce Juri sdictio n and th e cos t to service it; th e need for m ore police officers; and w h en yo u collect funds in th e poli ce jurisdicti o n , you must show that you s pend as much as you co ll ect. Downtown events was a lso m e nt ioned and the need to keep these events in Fa irh o p e . Work Session Monday, 13 June 2011 Page -2- • Lonnie Mi xo n questioned th e liquor li censes and loun ge lic enses ; an d th e need to see how m an y are ac tuall y in the City of Fairhop e . • Mayo r Kant mentioned the FEMA letter regarding fund s available for storms ; a nd we are lookin g at ge nerators for a ll of our li ft stat ion s and a lso looking at drainage iss ues . The remo va l of th e geese at th e "Du ck Pond" was bri efly disc ussed. • Mayor Kant stated that the Water Department is taking sampl es and te stin g m o re regularly to try and find the so urce of the bacteria. • Debbie Quinn questioned the statu s of the Vo lant a Sidewalks ; Mayor Kant replied he wo uld find out from the Fa irh ope Single Tax Co rporation . • Mike Ford questioned Paul Ripp on some of th e iss ues he brought up: Dyas la ws uit and settlement ; C it y A dmin istrator and ap pli cation s for other jobs ; and Publix regardin g the buffer and tree survey/.
