The City Counci l met in a Work Session at 5: 10 p.m.,
City Hall , Delchamps Room, 161 orth Section Street,
161 orth Section Street, Fairhope, A labama 36532, on
Thursday, 30 June 2011.
Present were Council President Lonnie L. Mixon , Councilmembers: Debbie
W. Quinn, Daniel Stankoski, Michael A. Ford, and Rick Kingrea, Mayor Timothy M .
Kant, and City C lerk Lisa A. Hanks . City Attorney Marion E. Wynne was absent.
Council President Mixon ca ll ed the meeting to order at 5:10 p.m .
The fo ll owing topic s were discussed:
• Brenda Lowther discussed the Mobi le Bay National Estuary Program ("MBNEP"). She
briefly mentioned the time lin e for the Clean Water Act; and in 1996 the Mobile Bay
Watershed was identified as one of the 28 nationally significant estuaries and the Mobile
Bay National Estuary Program was established to promote the wise stewardship of the
water quality and li v ing resources of Mobile Bay and the Tensaw Delta. Fairhope ha s
been a part of MBNEP since 1998 and has provided $20,250 funding to the program .
Ms . Lowther requested on behalf of MBNEP $5,000 per year from Fairhope for the next
three years .
• Dan McCrory briefly explained the backup ge nerators for the li ft stations. These
generators will be quieter and cleaner due to being powered by natural gas. He said we
will look at the largest lift stations first and the ones closest to Mobile Bay, Rock Creek,
and Fly Creek. The generators will vary in size and we are looking at all 65 lift stations.
• Gary Gover, citizen of Fairhope, commented on a water leak in his house under the slab .
Re-plumbing the entire house was necessary to replace the copper plumbin g which had
corroded and tiny pin holes were in the tubing. Mr. Gover que st ioned a co rro sive
element bein g in the County 's water system. Severa l reasons for this issue was given:
water line s and electrica l lin es touching , acid based couplings being u se d , naked copper
next to wire mesh , zinc ortho phosphate , and copper not s leeved .
There being no further bu s iness to come before the City Council , the meeting
was duly adjourned at 5:40 p.m.
