HomeMy WebLinkAbout07-28-2014 City Council Meeting MinutesSTATE OF ALABAMA )( COUNTY OF BALDWIN )( The City Council, City of Fairhope, met in regular session at 6:00 p.m., Fairhope Municipal Complex Council Chamber, 161 North Section Street, Fairhope, Alabama 36532, on Monday, 28 July 2014. 6548 Present were Council President Jack Burrell, Councilmembers: Rich Mueller, Diana Brewer, Michael A. Ford, and Kevin Boone, City Attorney Marion E. Wynne, and City Clerk Lisa A. Hanks. Mayor Timothy M. Kant was absent. There being a quorum present, Council President Burrell called the meeting to order. The invocation was given by Pastor Judson Shores of Celebration Church and the Pledge of Allegiance was recited. Council President Burrell recognized five young Boy Scouts from Troop 87 out of Daphne, Alabama who are here tonight working on their Communication Badges. Councilmember Brewer moved to approve minutes of the 10 July 2014, regular meeting; minutes of the 10 July 2014, work session; and minutes of the 10 July 2014, agenda meeting. Seconded by Councilmember Mueller, motion passed unanimously by voice vote. Jill Cabaniss, Finance Director, addressed the City Council and presented the third quarter financial report via a Power Point Presentation for the quarter ending June 30, 2014. Councilmember Mueller addressed the City Council and announced the Tree Committee needs another member. Councilmember Brewer addressed the City Council and announced the Education Advisory Committee is also in need of another member. She said that anyone interested should turn in an application at City Hall. Council President Burrell addressed the City Council and stated several individuals have been inquiring about the cost for the Air Show trip to London England. He said the cost would be approximately $4,500.00 per person. Council President Burrell said when proper, they attempted to draw some companies to Fairhope. He also stated they worked 12 to14 hours per day and saw very little of England. His main goal was to get companies for the Fairhope Industrial Complex at the Fairhope Airport. And, he said the trip was very beneficial to Fairhope. 6549 28 July 2014 Councilmember Brewer introduced in writing, and moved for the adoption of the following resolution, a resolution that the City of Fairhope adopts the Create a Clean Water Future Campaign and authorizes Mayor Timothy M. Kant to execute the Campaign Membership Agreement. The motion was seconded by Councilmember Mueller. Jonathan Smith addressed the City Council and explained the need for the resolution. He stated being part of the "Team" will help clean up our waterways and bay; and it is a win-win situation. After further discussion, motion passed unanimously by voice vote. RESOLUTION NO. 2249-14 WHEREAS, The City of Fairhope desires to adopt the Create a Clean Water Future Campaign; and WHEREAS, Create a Clean Water Future is a public service campaign to help Alabama residents learn more about stormwater runoff and its impacts; increase demand for stormwater management programs; and provide tools that empower individuals and communities to reduce polluted runoff in our waterways; and WHEREAS, The City of Fairhope will benefit from adopting the Create a Clean Water Future Campaign in the following ways: • Compliance with the City of Fairhope's MS4 permit-Educational Component; • Compliance with the ADEM audit requirement to enhance our current litter program; • The City of Fairhope will be recognized as part of the Create a Clean Water Future team which promotes clean storm water through community education; and • Positive reinforcement for the City of Fairhope storm water program through continued education. NOW BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF FAIRHOPE, ALABAMA, that the City of Fairhope adopts the Create a Clean Water Future Campaign and authorizes Mayor Timothy M. Kant to execute the Campaign Membership Agreement which shows our commitment to promote this Campaign. Kant is hereby authorized to execute a Contract for Engineering Services for Traffic Control Upgrade at Five (5) Intersections 2014 with Neel-Schaffer, Inc. for RFQ No. PS012- 14 with a cost not to exceed $36,110.00. Seconded by Councilmember Ford, motion passed unanimously by voice vote. RESOLUTION NO. 2250-14 BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF FAIRHOPE, ALABAMA, that Mayor Timothy M. Kant is hereby authorized to execute a Contract for Engineering Services for Traffic Control Upgrade at Five (5) Intersections 2014 with Neel-Schaffer, Inc. for RFQ No. PS012-14 with a cost not to exceed $36,110.00. DULY ADOPTED THIS 28TH DAY OF JULY, 2014 Attest: ~~L iSaAHariks: MC City Cl rk Councilmember Boone moved to appoint Bob Clark to the Knoll Pak Committee for a two-year term which will expire July 2016. The motion was seconded by Councilmember Ford. Councilmember Brewer stated that Bob Clark is qualified, but in the future we need to consider those who have already applied or who have the opportunity to apply before appointing someone to a committee or board. After further discussion, motion passed unanimously by voice vote. 6551 28 July 2014 Councilmember Brewer moved to grant the request of Peter Cowley with the Alzheimer's Association requesting permission to hold its signature event "The Walk to End Alzheimer's" on September 20, 2014 at the Fairhope Pier (South Park). This is a Fundraising Walk and sidewalks will be used: Fairhope Avenue, South Mobile Street, Fels Avenue, South Section Street, Eastern Shore Trail, North Bayview Street, and Beech Drive; from 6:00 a.m. to 1:00 p.m. Seconded by Councilmember Boone, motion passed unanimously by voice vote. Council President Burrell congratulated Heiko Einfeld for being the newly elected Executive Director of the Eastern Shore Chamber of Commerce. Mr. Einfeld addressed the City Council said he looked forward to working with the City. The Chamber will be focusing on the community and businesses. He announced that The Eastern Shore Chamber of Commerce will host a viewing of the premiere of the movie "Coffee Shop" which was filmed in Fairhope on August 22, 2014 at 7:30p.m. at Centennial Hall on the Fairhope Campus of Faulkner State Community College. Councilmember Brewer moved to adjourn the meeting. Seconded by Councilmember Mueller, motion passed unanimously by voice vote.
