HomeMy WebLinkAbout07-10-2014 City Council Work Session MinutesSTATE OF ALABAMA )( COUNTY OF BALDWIN )( The City Council met in a Work Session at 4:30p.m., Delchamps Room, 161 North Section Street, Fairhope, Alabama 36532, on Thursday, 10 July 2014. Present were Council President Jack Burrell, Councilmembers: Rich Mueller, Diana Brewer, Michael A. Ford, and Kevin Boone, Mayor Timothy M. Kant, and City Clerk Lisa A. Hanks. City Attorney Marion E. Wynne was absent. Council President Burrell called the meeting to order at 4:30p.m. The following topics were discussed: • Dan Ames, Purchasing Manager, addressed the City Council and discussed Agenda Item Number 7: Bid for Disaster Debris Removal and Disposal 2014 (Bid No. 015-14). Mr. Ames explained the bid tabulation and said he used Hurricane Ivan as the benchmark for his calculations. The bidders were evaluated on financial ability, past performance, bid price, and equipment ability. Based on these factors, it is recommended to award the bid to Crowder Gulf, LLC. Mr. Ames did state the current contract still has a second one-year extension. Council President Burrell questioned the amount of the current contract. After further discussion, Mr. Ames said the current contract amount is $1,089,200.00. Council President Burrell commented that amount would be $684,000.00 less than the recommendation if we awarded the bid. Councilmember Ford stated Pittman did a great job before he became elected; and still has the contract. It was the consensus of the City Council that not going with the extension would waste taxpayers' money. • The Project for the Fairhope Public Pier Restroom Renovations 2014 (Project No. PW008-14 was discussed next. Jennifer Fidler, Public Works Director, addressed the City Council and explained the project renovations. Mayor Kant said this bathroom had to be ADA compliant and each segment would have separate quotes. He said Scott Sligh would be the Engineer of Record for this project. Mayor Kant said we need some direction from the City Council; and also stated Roberds is not being paid as contract manager or consultant. The only item being questioned was the A/C unit for the bathrooms. All of the Councilmembers were opposed to the A/C except for Councilmember Brewer. Thursday, 10 July 2014 Page-2- • Jennifer Fidler addressed the City Council regarding the need for selecting the Engineer of Record for the TAP Grant Project: Trail from Rock Creek Drive to Highway 104. The recommendation is Volkert, Inc. who has helped the City previously with the multi modal path projects. Mr. Ames stated he spoke with ALDOT and a meeting is being held in the morning; an engineer of record needed to be named. The consensus of the City Council was to go with Volkert, Inc. City Clerk Lisa Hanks was asked to prepare a resolution for the TAP Grant and name the engineer of record. • Councilmember Ford said that the Knoll Park Committee met, but the landscape plan was not available. Councilmember Mueller stated that a large number of committee members had not seen the park; and we did a walk through. He said now they can make better decisions for the plan. • Councilmember Boone commented the Personnel Board meets next Friday. He said the Harbor Board has not met recently. James Gillespie, General Superintendent, said that the City has begun cleaning up Fly Creek Marina area; and a dumpster is in place. • Councilmember Brewer said the Education Advisory Committee had a very productive work session last week which lasted over 2-1/2 hours. • Councilmember Mueller brought up the geese down at the Municipal Pier and Duck Pond. He stated the City Council wants to know ahead of time if something is done to these geese. Mayor Kant replied the City Council will have to vote before any action is taken; and he mentioned that it is time for approximately 150 plus geese to move out as they did last year. • Sherry Sullivan, Director of Community Affairs and Recreation, addressed the City Council and gave an update on the Fairhoper's Community Park Project. She said the splash pad should be installed this week; the pavilion next week, and the art work is being repurposed. The Grand Opening is scheduled for August. She also mentioned the bids for Manley Road will open tomorrow. • Jennifer Fidler, Public Works Director, addressed the City Council regarding the Sand Project. She said there are approximately five to eight trucks left to complete. The project costs will be less than what was approved for sand and hauling. Thursday, 10 July 2014 Page-3- Ms. Fidler commented on the FEMA tasks and that her crews were working 10 to 11 hour days. She said we are at the Golf Course right now; and we are still looking at the Woodlands project. • Dan McCrory, Water and Sewer Superintendent, addressed the City Council and commented that the Wastewater Plant is still moving forward. There being no further business to come before the City Council, the meeting was duly adjourned at 5:31 p.m. City Clerk
