HomeMy WebLinkAbout02-10-2014 City Council Work Session MinutesSTATE OF ALABAMA )( COUNTY OF BALDWIN )( The City Council met in a Work Session at 4:30p.m., Delchamps Room, 161 North Section Street, Fairhope, Alabama 36532, on Monday, 10 February 2014. Present were Council President Jack Burrell, Councilmembers: Rich Mueller, Diana Brewer, and Kevin Boone, Mayor Timothy M. Kant, City Attorney Marion E. Wynne, and City Clerk Lisa A. Hanks. Councilmember Michael A. Ford was absent. Council President Burrell called the meeting to order at 4:30p.m. The following topics were discussed: • Brandon Bias along with Candace Johnson addressed the City Council and gave a brief update on the ACE report. Mr. Bias went over the highlights from their community assessment. He stated the next step was for the Mayor to execute a memorandum of understanding between the City of Fairhope and ACE. Mr. Bias said each phase takes between eight to twelve months; and it is a three year process for the City to attain its "Alabama Community of Excellence." • Michael Rogers addressed the City Council and gave a brief description of the proposed franchise agreement for Aquatics Instruction at the City's pool. He said his mission is to certify lifeguards for the City, certify swim instructors, give swim lessons as well as group swim lessons, and also certify people in CPR. • Councilmember Brewer gave an update on the Education Advisory Committee and said they would be meeting on Wednesday to review applications. • Sherry Sullivan, Community Affairs and Recreation Director, addressed the City Council and gave an update on the Fairhoper's Community Park. She mentioned the bid award should be on the next City Council meeting. • Councilmember Boone briefly went over the list of items discussed at the Harbor Board meeting. • Councilmember Mueller stated that Gary Gover and City Clerk Lisa Hanks were setting up a meeting for the Fairhope Environmental Advisory Board. • Council President Burrell said the Airport Authority meeting next week; and an Industrial Development Board meeting needs to be set in the near future. • Jonathan Smith, Planning Director, addressed the City Council and mentioned the following projects in his department: Zoning Ordinance Amendments will be presented to the City Council on March 24, 2014; Traffic Operations and Study contract; and Comprehensive Plan Committee will meet soon Monday , 10 February 2014 Page-2- • Jennifer Fidler, Public Works Director, addressed the City Council and announced the money for the speed humps from Normandy came in ; Cal Markert told her the County had pull all roads for resurfacing ; and the sidewalk along Idlewild project will soon begin . • Erik Cortinas, Building Official , addressed the City Council regarding the Fairhope Public Library issues. He mentioned the NC issues and the leaking roof. Mr. Cortinas said that he , John Pate, Walcott Adams Vemuille, Jennifer Fidler, and the Library staff met regarding these issues too . Mr. Cortinas also mentioned the problems with the slate outside and stated that it needs to be removed. The suggestion of pavers to be installed which may prevent further slip and falls ; and help the City from further claims or lawsuits . • Mayor Kant told the City Council that the Haven wants to add on to their building which may take on part of the parking lot. He mentioned the newly acquired property across the street could help w ith the parking for municipal employees. • Council President Burrell requested that the City Council Work Session scheduled for tomorrow night be broadcast live on our website. • City Treasurer Nancy Wilson addressed the City Council and stated the General Obligation Warrant 2009 has been paid. There being no further business to come before the City Council , the meeting was duly adjourned at 5:24 p.m. /~~ l./'1~~ c City Clerk
