HomeMy WebLinkAbout04-28-2014 City Council Work Session MinutesSTATE OF ALABAMA )( COUNTY OF BALDWIN )( The City Council met in a Work Session at 4:30p.m., Del champs Room, 161 North Section Street, Fairhope, Alabama 36532, on Monday, 28 April2014. Present were Council President Pro Tern Michael A. Ford, Councilmembers: Rich Mueller, Diana Brewer (arrived at 4:42 p.m.), and Kevin Boone (arrived at 4:45 p.m.), City Attorney Marion E. Wynne, and City Clerk Lisa A. Hanks. Council President Jack Burrell and Mayor Timothy M. Kant were absent. Council President Pro Tern Ford called the meeting to order at 4:36p.m. The following topics were discussed: • Dan McCrory, Water & Sewer Superintendent, addressed the City Council and gave an update on the Waste Water Treatment Plant upgrades. • Sherry Sullivan, Community Affairs and Recreation Director, addressed the City Council and mentioned the Mayor's Prayer Breakfast on Thursday morning at the Daphne Civic Center and Girl's Night Out also on Thursday. Ms. Sullivan also mention the Alabama League of Municipalities' Convention being held in Mobile beginning this weekend; and that the City will host a ladies a shopping trip in downtown Fairhope on Monday. • Jill Cabaniss, Finance Director, announced she would be giving the 6-Month Financial at the Council meeting. • Sherry Sullivan gave a Recreation Board meeting update and stated the By-Laws for the Board are on the City Council agenda along with the appointments to the Recreation Board and the resolution for the Franchise Agreements related to Recreation Parks and/or Facilities. • Stewart Gibert, 7 Druid Hill Drive, addressed the City Council regarding drainage issues. He said that the run off from North Mobile Street goes onto his property. Mr. Gibert stated he had contacted Jennifer Fidler several times. He said Mayor Kant went to his home after the April 14, 2014 rain; and he requested help. Mr. Gibert showed a picture of what the runoff caused on his property. Mayor Kant did put down rock on North Mobile; a pebble berm to divert water. Eugenia Normand, resident on Druid Hill Drive, stated she has issues too. Mr. Gibert wanted to know what the City would be able to do. Ms. Fidler stated the City has done work on North Mobile Street and will be looking at hiring an engineer to look at several drainage issues in the City Councilmember Mueller said the last rain event was well over a I 00-year event; and tomorrow may be one too. Monday, 28 April2014 Page-2- • A. J. Cooper addressed the City Council regarding issues with the Fairhope Rotary Youth Club. There is no transparency with the Board; and they do not work with community. He said the Board did not post the job for the director's position; and only two applications were submitted. Mr. Cooper said Mark Stejskal was hired with no experience; and the City gave an appropriation of $50,000 to hire a director after Mr. Durggins was let go. Mr. Cooper also brought up the $100,000 pledge for the building and requested the Council to not vote on this tonight. The Recreation Board appointments were also questioned; and the need to reach out to the community to serve on City Boards and Committees. Councilmember Brewer commented that Committee members are open to all citizens who apply. Council Pro Tern Ford explained the history of the Rotary Youth Club and how it came to Fairhope. James Gillespie, General Superintendent, stated all organizations help with facilities not just the City; and gave an example of the concession stands and funds from the boosters to help with upgrades to the facilities. There being no further business to come before the City Council, the meeting was duly adjourned at 5:30p.m. ~£~ City Clerk
