HomeMy WebLinkAbout04-14-2014 City Council Agenda Meeting MinutesSTATE OF ALABAMA )( COUNTY OF BALDWIN )( The City Council met in a Work Session at 4:30p.m., Delchamps Room, 161 North Section Street, Fairhope, Alabama 36532, on Monday, 14 April2014. Present were Council President Jack Burrell, Councilmembers: Rich Mueller, Diana Brewer, Michael A. Ford (arrived at 4:36 p.m.), and Kevin Boone (arrived at 4:36 p.m.), Mayor Timothy M. Kant, City Attorney Marion E. Wynne, and City Clerk Lisa A. Hanks. Council President Burrell called the meeting to order at 4:30p.m. The following topics were discussed: • Matthew Brown, Eastern Shore Metropolitan Planning Organization Coordinator, addressed the City Council presented a Power Point Presentation titled "Transportation Funding for our Future." A copy of the presentation is on file in the City Clerk's office. • Public Works Director Jennifer Fidler and Civil Engineer Scott Douglass addressed the City Council regarding beach erosion at the North Beach area around Pier Street. Mr. Douglass recommended filling in with clean sand and nourish the beach regularly. Mayor Kant commented he needs to hire an engineer and plans need to be prepared for maintaining the beach. Mayor Kant requested that an agenda item be added to authorize him to negotiate and execute a contract for professional engineering services. • Sherry Sullivan, Community Affairs and Recreation Director, addressed the City Council and explained the proposed by-laws for the Recreation Board. Council President Burrell questioned members being from the Planning Jurisdiction and not requiring some from the City limits. City Attorney Wynne explained the two types of Recreation Boards; one is incorporated and one is unincorporated. • Paul Myrick, attorney with The Kullman Firm, addressed the City Council and explained the need to repeal and replace the old handbook. He mentioned some of the main changes and answered questions from the Councilmembers. • Melinda Immel, Tim Patton, and Bryan Peacock from Volkert, Inc. addressed the City Council and presented a Power Point Presentation Construction Update on the Fairhope Wastewater Treatment Plant Upgrades (Water Reclamation Facility). A copy of the presentation is on file in the City Clerk's office. • Jennifer Fidler addressed the City Council regarding the sidewalk projects and reminded them ofEarth Day on Saturday, Aprill9, 2014. • Jonathan Smith, Planning Director, addressed the City Council and announced the next Comprehensive Plan meeting will be Thursday at 5:00 p.m . Monday, 14 April2014 Page-2- • Councilmember Brewer mentioned the Education Advisory Committee will meet Wednesday, April 23, 2014 and will be reviewing the new proposals from the schools for the remaining funds. • Councilmember Ford stated the Recycling Committee is going well; and is looking at options on recycling. • Councilmember Mueller mentioned the Historic Preservation Committee and they are looking at a possible ordinance for the City and a new survey on historical buildings. • Council President Burrell stated that the Fairhope Airport Authority and Industrial Development Board meet next week. The Street and Traffic Control Committee need to look at parking once again with a possible 30 minute parking zones. Councilmember Boone commented business owners say this deters customers and yet they want parking regulated . There being no further business to come before the City Council, the meeting was duly adjourned at 5:35p.m. ~ Burrell, uncll President City Clerk
