COUNTY OF BALDWIN )(
The City Council met in a Work Session at 4:30p.m.,
Delchamps Room, 161 North Section Street,
Fairhope, Alabama 36532, on Monday, 27 October 2014.
Present were Council President Jack Burrell, Councilmembers: Rich Mueller,
Michael A. Ford, and Kevin Boone (arrived at 4:40p.m.), Mayor Timothy M. Kant, and
City Clerk Lisa A. Hanks. Councilmember Diana Brewer and City Attorney Marion E.
Wynne were absent.
Council President Burrell called the meeting to order at 4:35p.m.
The following topics were discussed:
• Councilmember Ford gave an update on the Recycling Committee and stated
they needed more participation. He stated the Recreation Board is trying to help
everyone.
• Councilmember Mueller said the Fairhope Environmental Advisory Board
scheduled a meeting, but there was not a quorum present.
• Council President Burrell gave an update on the Fairhope Airport Authority. He
said the FBO lease with Continental Motors has not been renewed yet; and the
lease has a built in automatic increase. The principal payoff of $460,000.00 debt
was mentioned again.
The Educational Advisory Committee met and discussed the forms for funding
reports. They are reviewing the 2013 expenditures and the returns for 2014 are
not in yet.
Mayor Kant said the new superintendent wants more accountability; and wants to
be part of the discussions. He also announced that the large house boat at the
marina has been moved to the surplus area.
• Jonathan Smith, Planning Director, addressed the City Council and thanked
everyone for attending the Comprehensive Plan Update Town Meetings. He said
community input was good and key items were expressed.
• Dan McCrory, Water and Sewer Superintendent, addressed the City Council and
gave an update on the Waste Water Treatment Plant. He mentioned the
possibility of having Volkert at the next meeting for an update.
• Jennifer Fidler, Public Works Director, addressed the City Council and
commented she would be starting on Knoll Park next week.
• Mayor Kant said the power lines near the "Flower Clock" will be put
underground; light fixtures will be placed to light up the clock; and preliminary
boring has begun. The A TRIP Phase III has not gone through the final review by
ALDOT.

• Council President Burrell questioned the Highway 181 and Fairhope Avenue
landscaping. Councilmember Mueller asked whether or not driveways would be
blocked. Mayor Kant replied there will be some between Blue Island and
Fairwood, but we requested the engineers to make it safer with parking on South
side only. Were restriping and will eliminate the merge lane while work is being
done.
• Sidewalks and pedestrian requests were mentioned and the need to prioritize the
list for sidewalks; i.e. Manley Road near school.
• Chief Joseph Petties addressed the City Council and mentioned Halloween and
the safety for the children; the football game; and the Angel Ride this weekend.
• Jeff Montgomery, IT Director, addressed the City Council and mentioned the
new phone will soon come before the City Council.
• Council President Burrell suggested a shuttle with a station at the Parking Deck
to help encourage citizens to use the garage. We could utilize volunteers as
drivers. Mayor Kant said complaints are about it being too dark. Parking in the
Central Business District was also discussed and other parking issues; i.e. the
merchants themselves.
There being no further business to come before the City Council, the meeting was
duly adjourned at 5:14p.m.
