COUNTY OF BALDWIN )(
The City Council met in a Work Session at 4:30p.m.,
Del champs Room, 161 North Section Street,
Fairhope, Alabama 36532, on Monday, 13 October 2014.
Present were Council President Jack Burrell, Councilmembers: Rich Mueller,
Diana Brewer, and Kevin Boone, Mayor Timothy M. Kant, City Attorney Marion E.
Wynne, and City Clerk Lisa A. Hanks. Councilmember Michael A. Ford was absent.
Council President Burrell called the meeting to order at 4:35p.m.
The following topics were discussed:
• Erik Cortinas, Building Director, addressed the City Council regarding the
Impact Fee Ordinance and need for an update. Mayor Kant explained how
Tichler-Bise came up with the Impact Fee Schedule and said it is based on
the impact on the community. City Treasurer Nancy Wilson commented it
is a cost per capita of what trickles down to all levels. Mayor Kant said
staff would work on updating, the fee schedule needs validating by an
expert to make sure it will hold up in court, and then will bring back for
Council for reviewing.
Mr. Cortinas said the City has already begun soliciting to condemn the
property on Ingleside; and Councilmember Burrell questioned the property
on Section Street. Mr. Cortinas said we are working on this issue with our
attorneys.
• Council President Burrell mentioned the Harbor Board meeting again; and
the need to hold a meeting to look at the funds for improvements. The
Eastern Shore Marina lease was discussed which comes due September
2015; and if we decide not to renew, we have to reimburse improvements
less depreciation.
He stated the Airport Authority meets October 21, 2014 and mentioned
again the $450,000.00 debt reduction to the Airport's loan. He said the
Sister Cities Committee is looking at other continents for a possible
"Sister City." The Industrial Development Board met and abated the
equipment tax for Fairhope Brewing; and Fairhope Coffee is also looking
for possible equipment tax abatement.
• Jonathan Smith, Planning Director, addressed the City Council regarding
the Comprehensive Plan update Town Hall meetings scheduled for
October 20, 2014 at Homestead Village; October 21, 2014 at Fairhope
Elementary School; and October 23, 2014 at Fairhope Intermediate
School. All of these meetings will be at 5:30p.m. for community input.

• Bobby Hall, Golf Director, addressed the City Council and gave an update
on Quail Creek Golf tournaments and the new irrigation system.
• Chief Joseph Petties addressed the City Council and discussed two
possible grants for the Police Department and the need to declare some
vests surplus.
• Scott Sligh, Electric Superintendent, addressed the City Council regarding
the substation on Church Street that was damaged by an animal. He said
the animal caused a fire ball which damaged multiple parts of the
substation.
• Councilmember Mueller said the Historic Preservation Ordinance needed
to be addressed at the Comprehensive Plan Town Hall Meetings. Mayor
Kant stated the elected officials need to be willing to make the ordinance
happen and citizenry needs to be onboard. Jonathan Smith commented
that the meetings will be team led and citizens will have input.
There being no further business to come before the City Council, the meeting was
duly adjourned at 5:10p.m.
