COUNTY OF BALDWIN )(
The City Council met in a Work Session at 4:30p.m.,
Del champs Room, 161 North Section Street,
Fairhope, Alabama 36532, on Monday, 24 March 2014.
Present were Council President Jack Burrell, Councilmembers: Rich Mueller,
Diana Brewer, Michael A. Ford, and Kevin Boone, Mayor Timothy M. Kant, City
Attorney Marion E. Wynne, and City Clerk Lisa A. Hanks.
Council President Burrell called the meeting to order at 4:30p.m.
The following topics were discussed:
• Councilmember Brewer briefly mentioned the Library Board and Recreation
Board meetings. The Recreation Board looked at the plans for the Manley Road
Soccer Complex and Community Park. Council President Burrell questioned the
$2.0 million requested for the park and heard that the total cost was going to be
well over that amount. Councilmember Brewer stated the Education Advisory
Report would be presented by Chairman Bob Riggs.
• Councilmember Ford stated the Recycling Committee is going well. He said the
Knoll Park Committee has no bylaws and he wants to appoint committee
members tonight. The other Councilmembers were not ready to appoint
members tonight.
• Councilmember Mueller mentioned the Comprehensive Plan Update Meeting
recently held; and said historic preservation was looked at for adding to the plan.
We will revisit the "Village Concept"; and have a good list to review for updates.
Mayor Kant said there is $40,000 in the budget for help with the plan; and said
the citizens wanted a village concept not commercial. The need for an
educational tool as part of this update was mentioned. We will also look at the
ACE recommendations for the update.
• Sherry Sullivan, Community Affairs and Recreation Director, addressed the City
Council regarding the Manley Road Soccer Complex. She said we would bid out
each component and see what we could do. Private funds may help to complete
the complex.
• Council President Burrell mentioned that the Industrial Development Board
meets this week. The Fairhope Airport Authority met and discussed the airport
as an Advantage Site, the officers remained the same, and sending out an RFP for
the FBO lease.
• Sherry Sullivan addressed the City Council regarding the remaining parts from
Fairhoper's Community Park requested by the Marietta Johnson School of
Organic Education. The consensus was to remove the remaining parts and
declare surplus.

• Erik Cortinas, Building Official, addressed the City Council regarding FEMA
and the flood plain map being redone. He stated that they were grandfathering
rates for individuals.
• Mayor Kant commented that the Harbor Board had met and will be requesting
authority to go out for proposals to lease the Fly Creek Fish House. This will be
on the next agenda.
• Dot Yeager addressed the City Council and mentioned the boat ramp washing
away at Pier Street. Mayor Kant said a permit would be needed from the Corps
of Engineers in order to dredge to bring sand it.
• Bob Riggs, Chairman of the Education Advisory Committee, addressed the City
Council regarding the school proposals for funding. He thanked the Mayor and
City Council for their support. This year's main focus was "STEAM" which
stands for science, technology, engineering, arts, and mathematics. Jon
Cardwell, Fairhope High School principal, presented his proposals. Chairman
Bob Riggs presented the remaining school proposals and explained why some of
the requests were not approved by the EAC. He commented there needs to be a
financial report and a programmatic report. We need criteria, a timeline, and
results.
There being no further business to come before the City Council, the meeting was
duly adjourned at 5:45 p.m.
