COUNTY OF BALDWIN )(
The City Council met in a Work Session at 4:30p.m.,
Delchamps Room, 161 North Section Street,
Fairhope, Alabama 36532, on Monday, 27 July 2015.
Present were Council President Jack Burrell, Councilmembers: Diana Brewer, Rich
Mueller, Michael A. Ford, and Kevin Boone, Mayor Timothy M. Kant, and City Clerk Lisa
A. Hanks. City Attorney Marion E. Wynne was absent.
Council President Burrell called the meeting to order at 4:30p.m.
The following topics were discussed:
• Councilmember Ford gave a report on the Recreation Board who discussed the new
members, the soccer field, and tennis. He said the Recycling Committee will meet
again in August.
• Councilmember Boone mentioned the Personnel Board and the appointments on the
agenda tonight.
• Council President Burrell requested Chairman of the Airport Authority Chuck Zunk
to explain the FAA Grant on the City Council agenda. Mr. Zunk stated the FAA
Grant in FY 2016 should be approximately $1.2 to $1.5 million for an FAA Grant;
and in FY 201 7 there should be approximately $1.5 to $1.7 million.
• Councilmember Brewer gave an update on the Education Advisory Committee
("EAC") and stated Dan Ames gave a report on how to obtain quotes for the
approved study.
• The discussion of Honey Bees and Chicken were next on the agenda. Mark Wetzel
addressed the City Council and said he was a hobbyist; and stated that honey bees
were passive not aggressive. The consensus of the City Council was to prepare an
ordinance to allow honey bees within the City with limitations. Councilmember
Brewer stated that she had several citizens requesting to allow egg laying hens within
the City limits. She also said roosters would not be allowed and there would be
limitations. The consensus of the City Council was to prepare an ordinance to allow
egg laying hens with limitations.
• Uber was discussed next on the agenda. Councilmember Brewer stated this would be
another option for transportation. She mentioned other Cities using this option.
Council President Burrell agreed with Councilmember Brewer and commented we
use Uber when we are out of town on business. The fares are known in advance
when you book the transportation. Councilmember Mueller said this would be a
convenience for citizens.
• Jonathan Smith, Planning Director, addressed the City Council and mentioned the
Comprehensive Plan Town Meeting scheduled for August 13, 20145 from 6:00p.m.
to 8:00p.m.

• Sherry Sullivan, Community Affairs and Recreation Director, addressed the City
Council and mentioned the Splash Pad, Manley Road Soccer Complex Project, and
the tennis bids.
• Public Works Director Jennifer Fidler addressed the City Council and mentioned the
Quail Creek Sidewalk Project and Fairhope Avenue.
• Dan McCrory, Water and Sewer Superintendent, addressed the City Council
regarding the Waste Water Treatment Plant Update.
• Chief Petties addressed the City Council and mentioned the cleanup from the storms
the past two weekends.
• Councilmember Brewer questioned delivery trucks being given a copy of our
ordinance regarding delivering in downtown Fairhope. Chief Petties replied there
has been an issue with parking at the crosswalks or the center of an intersection. We
have been directing eighteen-wheelers to Bancroft and Church instead on parking on
Section Street.
There being no further business to come before the City Council, the meeting was
duly adjourned at 5:30 p.m.
