HomeMy WebLinkAbout07-13-2015 City Council Work Session MinutesSTATE OF ALABAMA )( COUNTY OF BALDWIN )( The City Council met in a Work Session at 4:30p.m., Delchamps Room, 161 North Section Street, Fairhope, Alabama 36532, on Monday, 13 July 2015. Present were Council President Jack Burrell, Councilmembers: Diana Brewer, Rich Mueller, Michael A. Ford, and Kevin Boone, Mayor Timothy M. Kant, and City Clerk Lisa A. Hanks. City Attorney Marion E. Wynne was absent. Council President Burrell called the meeting to order at 4:30p.m. The following topics were discussed: • The first item on the agenda was the proposed Franchise Agreement by Lonnie Gibbs d/b/a Mustache Mike's for an Italian Ice Vending Cart down by the pier. This cart would be left of the pier at least 100 feet to 200 feet away from the pier. The Council unanimously agreed of the idea and requested an ordinance for approval at the next City Council meeting. • Councilmember Brewer said the Education Advisory Committee has a presentation tonight; and a new appointment to the EAC will be on the next City Council agenda. • Councilmember Ford said the Recreation Board meeting was mainly housekeeping issues; and the Recycling Committee is still moving forward and doing well. • Councilmember Boone mentioned the Harbor Board and the ordinance for establishing its By-laws on the City Council agenda tonight. The Personnel Board needs three members due to the resignation of Judy Hale, Clark Stankoski, and Wayne Griffin. • Councilmember Mueller mentioned the Fairhope Environmental Advisory Committee setting a new time and date with the proposed ordinance on the City Council agenda tonight. • Council President Burrell said the Airport Authority is meeting next week. The Sister Cities Committee meets in August; and the Industrial Development Board has not met recently. • The Police Department Radio Console was discussed next by IT Director Jeff Montgomery. He said we are working on troubleshooting issue, but still may need the console. Council President Burrell said we need a guarantee that this will correct the problem or tell them to come and get their equipment. • Kerry Flowers, Chairman of the Education Advisory Committee ("EAC") addressed the City Council and presented the requests from the EAC (See attached handout with requests). The three options are to remain status quo, create a Special Tax District, or create an Independent School System. We need educate the community, include the Special Tax District, and present the poll back to the City Council. Councilmember Brewer stated we need good solid information for citizen's opinions regarding education in Fairhope. She stated the last study was prepared in 2010 which did not take into account the Fairhope feeder pattern. Monday, 13 July 2015 Page -2- Council President Burrell stated the need to take a straw poll for these requests: Councilmembers Brewer said yes; Councilmember Ford said no; Councilmember Boone said yes to numbers one and two, however, if number three is in it not approved; Councilmember Mueller said yes; and Council President Burrell said no problem with study and its components (yes). Mayor Kant commented we need to get an appropriate number for the study by getting proposals for budgetary figures; and have staff help. • Public Works Director Jennifer Fidler addressed the City Council and mentioned that the Quail Creek Sidewalk Project is ready to begin. • General Superintendent James Gillespie addressed the City Council and stated the Quail Creek Irrigation Project is almost complete. • Pandora Heathcoe, Human Resources Director, addressed the City Council and mentioned the training held by Judy Hale for Department Heads and Supervisor on the new Evaluation Forms. • Building Official Erik Cortinas addressed the City Council and announced the new Building Inspector has been hired and doing a good job. • Planning Director Jonathan Smith addressed the City Council regarding the Comprehensive Plan meeting on August 13, 2015 from 6:00p.m. to 10:00 p.m. in the Civic Center; and the Traffic Study Update by Neel Schaffer. • Chief Petties addressed the City Council and stated the First Friday Art Walk went well. • Sherry Sullivan, Community Affairs and Recreation Director, addressed the City Council and said the splash pad should reopen next week; and the Manley Road Soccer Complex is keeping on the project's timeframe. She also said the Fairhope Booster Club Concession Stand Project is on track. There being no further business to come before the City Council, the meeting was duly adjourned at 5:30p.m. City Clerk
