The City Council met in a Work Session at 4:30 p.m.,
Delchamps Room,161 North Section Street,
Fairhope,Alabama 36532,on Monday,28 December 2015.
Present were Council President Jack Burrell,Councilmembers:Rich Mueller,Diana
Brewer,Michael A. Ford (arrived at 4:56 p.m.), and Kevin Boone,Mayor Timothy M. Kant,
City Attorney Marion E. Wynne, and City Clerk Lisa A. Hanks.
Council President Burrell called the meeting to order at 4:30 p.m.
The following topics were discussed:
•Kevin Boone announced the next Personnel Board meeting will be January 29,2016.
• Public Works Director Jennifer Fidler addressed the City Council regarding the
paving projects;and mentioned the CE&I resolution is on the City Council meeting
agenda.
• Dan McCrory, Water and Sewer Superintendent addressed the City Council
regarding the Change Orderfor the deduction on the Waste Water Treatment Plant
Upgrades;and mentioned the sewage spillthat occurred during Christmas week.
• Erik Cortinas, Building Official,addressed the City Council regarding permits for
November with 44 new home permits with 20 to 25 per day.
• Jeff Montgomery,IT Director,addressed the City Council and mentioned the new
IPads purchasedforthe City Council.Hesaidtheconsolesforthe Police Department
will be in the middle of January and should be complete by February.
• John Hamrick,Police Lieutenant, addressed the City Council and said Christmas
week was very busy for the Police Department.
•Sherry Sullivan,Community Affairs and Recreation Director,addressed the City
Council and mentioned the New Year's Eve Celebration and Senior Bowl practice.
• The discussion of the "Golf Carts for Quail Creek Golf Course" was next on the
agenda.Council President Burrell said the purchase price far outweighs the
lease/purchase agreement.There are safety features and the recharge time is less for
these carts. He stated we would save approximately $150,000.00 even if the
proposed cart resale price was cut in half Council President Burrell said a resolution
to amend the budget will need to be done;as well as a resolution to award bid to
purchase the golf carts.
Mayor Kant stated there is approximately $1.2 million in Capital Projects.
Councilmember Mueller commented he wanted to clarify that the BP monies are not
only for environmental.The consensus of the City Council was to purchase the golf
carts.

•Kerry Flowers,Education Advisory Committee Chairman,addressed the City
Council and read the recommendation from the EAC.He said there were two RFQs
received:one from Akribos and one from Evergreen Solutions.Both companies
gave presentations,but the recommendation was to select Akribos based on the
strength of the team; and their past performance on similar scope of work:financial,
academic,and legislative.Councilmember Brewer said she agreed with the
Committee.Mr.Flowers thanked Purchasing Manager Dan Ames for his hard work
and said he did a great job for the EAC.
Councilmember Boone wanted to make sure that all three options were being looked
at; not just the option for a separate school system.Councilmember Brewer
commented Akribos understood our feeder pattern; and will look at the top 10 school
systems to include the feeder pattern. It was mentioned that Faron Hollinger owns
Akribos and his team was brought together for this study.Councilmember Boone
brought up the comments being announced that $100,000.00 was already approved
by the City Council for this study. Councilmember Brewer replied this was
misspoken.
Mayor Kant said he would negotiate all three sections individually for cost. Also, he
said the study will include the Airport Academy and the City using School Board
property in several places.Council President Burrell wanted to make sure "what if'
scenarios would be included; i.e. the penny tax to expire in 2017.
• Lee Turner, President of the Fairhope Single Tax Corporation, addressed the City
Council and mentioned Mayor Kant attended the last FSTC meeting.
•Chief Joe Petties addressed the City Council and gave an update on the Short-Term
Rental Project that the Police Department has been conducting.They discussed
several items: $97,000.00 was approvedfor the RotaryYouth Club; the concessions
stands at the new Soccer Complex with two plans requested; and Nature Park. He
said we gave the Park to the City, the City gave it back to FSTC,renovations were
doneandthe BoyScout's building was moved to Nature Parkafter subdividing;and
now FSTC is ready to give back to the City.
There being no further business to come before the City Council,the meeting was
duly adjourned at 5:23 p.m.
