The City Council met in a Work Session at 4:30p.m.,
Delchamps Room, 161 North Section Street,
Fairhope, Alabama 36532, on Monday, 14 September 2015.
Present were Council President Pro Tern Michael A. Ford, Councilmembers: Rich
Mueller, and Diana Brewer, Mayor Timothy M. Kant, City Attorney Marion E. Wynne, and
City Clerk Lisa A. Hanks. Council President Jack Burrell (via skype) and Councilmember
Kevin Boone were absent.
Council President Pro Tern Ford called the meeting to order at 4:30p.m.
The following topics were discussed:
• Shane Bergin with Neel-Schaffer presented a Power Point Presentation titled "Traffic
Operations and Planning Report. Councilmember Brewer requested for them to look
at Section Street and Highway 104. The consensus from the City Council was to add
this intersection to the study.
• Mayor Kant briefly explained the request from the Fairhope Kiwanis regarding an
expression swing they have ordered for Fels Toddler Park; and possibly take on the
park as their community project with signage that the Kiwanis are working on the
park. The City Council requested that Fairhope Kiwanis puts this request in writing
stating exactly what they want to do in the future for the park. Councilmember
Mueller stated that City staff should put the swing up for liability purposes.
• Ben Raines and Skip Jones addressed the City Council on behalf of the Mobile Bay
Wooden Boat Club, Inc. regarding the Madame Toussaint, a 44 foot wooden boat
built in 1938. They are requesting a city-owned slip at the Fairhope Marina and for
the fees to either be waived or reduced. He commented the boat would be available
to groups at no cost. Council President Burrell said the sole purpose is for
commercial fishing vessels. According to General Superintendent James Gillespie,
the new slip rental agreement affected between 30 to 40 boats.
• Councilmember Brewer gave an update on the Education Advisory Committee
("EAC") and stated the Request for Proposal has been sent to Dan Ames and her for
reviewing.
• Councilmember Mueller mentioned the Historic Preservation Committee's by-laws
being prepared for housekeeping. The committee did not have a quorum at the last
meeting. He said the Fairhope Environmental Advisory Board discussed the Duck
Pond situation. He stated that the picnic tables down at the beach, especially the
concrete ones, need to be either removed or repaired.
• Councilmember Ford requested Mayor Kant to briefly discuss his trip for Public
Works. Mayor Kant said the people he spoke with regarding single stream recycling
told him that 60 percent goes to the dump. He said that if the garbage is separated
there are more options for selling the recyclables. He told about one community who
separates at their site; and another community who used college students to separate
the recyclables.

• Council President Burrell announced the Sister Cities Committee meets on
September 22, 20 15; and the Fairhope Airport Authority meets tomorrow. He
announced the City Council will have a Budget Meeting prior to the Work Session on
September 28, 2015 beginning at 3:30 p.m.
• Jennifer Fidler, Public Works Director, addressed the City Council and mentioned the
road closures, preconstruction meetings for the NRCS Projects, and the sidewalks at
Quail Creek will be completed this week.
• Dan McCrory, Water and Sewer Superintendent, addressed the City Council and
announced the Waste Water Treatment Plan Upgrades Project is complete.
• Sherry Sullivan, Community Affairs and Recreation Director, addressed the City
Council and reminded everyone that the Annual Alabama Coastal Cleanup is

There being no further business to come before the City Council, the meeting was
duly adjourned at 5:24p.m. ·
