HomeMy WebLinkAbout10-12-2015 City Council Work Session MinutesSTATE OF ALABAMA )( COUNTY OF BALDWIN )( The City Council met in a Work Session at 4:30p.m., Delchamps Room, 161 North Section Street, Fairhope, Alabama 36532, on Monday, 12 October 2015. Present were Council President Jack Burrell, Councilmembers: Diana Brewer, Rich Mueller, Michael A. Ford, and Kevin Boone, Mayor Timothy M. Kant, and City Clerk Lisa A. Hanks. City Attorney Marion E. Wynne was absent. Council President Burrell called the meeting to order at 4:30p.m. The following topics were discussed: • Rick Gambino, owner of Shux on the Pier, addressed the City Council regarding the shuttle at the pier. He mentioned every night someone has used the shuttle and most places it is mandatory to have handicap access. He said they only travel 3 miles per hour and yield to pedestrians. He also read two experiences from citizens who used the shuttle. Council President Burrell said this was brought to the City Council because there is an ordinance that prohibits the shuttle on our pier. He then read the proposed rules and policies for the shuttle on the pier. The consensus of the City Council was the shuttle is a good idea for disabled citizens; and the ordinance needs to be changed. • Council President Burrell commented that Brian Injaian, owner of Accommodations Afloat, was unavailable for this meeting. Jonathan Smith, Planning Director, stated that the pier was zoned B3a which allows short-term rentals and charters. Mayor Kant commented that the pier is in State waters and they have to approve and give permission; and we need to make sure the Single Tax Deed restrictions are not violated. The consensus of the City Council was they do not have an issue with the franchise is Mr. Injaian meets all stipulations. • Carletta Davis, Executive Director of Gulf Coast Cultural Community Network, addressed the City Council regarding the Holiday Family Fun Festival scheduled for December I, 2015 through December 5, 2015. Ms. Davis is requesting to use the Recreation Center grounds for this event with the entrance fees donated to Toys for Tots. Council President Burrell asked for City staff to give their opinions for this event and if there would be sufficient power, water, barricades, law enforcement, etc. for this event. Chief Petties replied that he was shocked to see the event being advertised before approval. There are already two events being held at the requested time; the Christmas Parade and Santa in Downtown Fairhope. Even with private security, there will need to be officers directing traffic and patrolling the parking lot. Sherry Sullivan questioned the vendor fees and sponsorships, June Fest in Pensacola, and if the fees collected went back into the organization. Ms. Sullivan stated that liability insurance would be required for both entities and is worried staff would be taxed. Monday, 12 October 2015 Page -2- The City Council had concerns with City events being the same week, traffic issues, and the time constraint due to not being planned early enough. Council President Burrell requested Chief Petties and Ms. Sullivan to get together to discuss the event and then get back in touch with Ms. Davis.
