COUNTY OF BALDWIN )(
The City Council met in a Work Session at 4:30p.m.,
Delchamps Room, 161 North Section Street,
Fairhope, Alabama 36532, on Tuesday, 26 May 2015.
Present were Council President Jack Burrell, Councilmembers: Rich Mueller, Diana
Brewer (arrived at 4:38 p.m.), Michael A. Ford (arrived at 5:00 p.m.), and Kevin Boone,
Mayor Timothy M. Kant, City Attorney Marion E. Wynne, and City Clerk Lisa A. Hanks.
Council President Burrell called the meeting to order at 4:30p.m.
The following topics were discussed:
• The Presentation on the Updated 2012 Compensation Study Report was the first item
on the agenda with Pandora Heathcoe, Diane Thomas, and Lorenzo Howard
addressing the City Council. Lorenzo Howard presented a Power Point Presentation
titled "20 15 Update to Compensation and Classification Report for the City of
Fairhope." He briefly went over the Introduction and explained the other sections on
the study. Mr. Howard also mentioned exempt and non-exempt jobs based on the
Fair Labor Standards Act; and the need for Pandora Heathcoe to review and
recommend any changes for all employees. He also mentioned a couple of
Department Heads misclassified and all scales were extended by three ("3") percent
across the board. Mayor Kant thanked the Committee and the Personnel Board for
all of their hard work in this update.
• River Oaks II Homeowner's Association was next on the agenda with Stephen Pecot
address the City Council. Mr. Pecot explained the issues within River Oaks; and
stated part of the cause is the Winn Dixie Retention Pond. He said they had four
estimates with only one company stating they would correct. This estimate was
between $25,000.00 to $30,000.00 to correct the sinkholes and the damaged pipe.
Brooks Lyons from Fairfield Point also addressed the City Council regarding
drainage issues in their subdivision too.
Council President Burrell said the City Council needs to be smart with these
decisions; and cannot get involved in any civil matters. We should get our engineer
to look into these issues. He said we need to be cautious as to what we take on, but
we do need to help if we can.
Mayor Kant stated the Winn Dixie Pond has been brought up to a 1 00 storm event.
He said the two sink holes should be cheaper to correct than what was quoted; and
our City Attorney needs to look into how we can enforce correcting these ponds. It
was also mentioned if we touch or correct a pipe or structure, the City would have to
maintain for life.
Heather Pappas, President of the Homeowner's Association, mentioned a letter from
Christopher Baker stating what needed to be addressed and a letter from John Avent
stating items were addressed; and letter from Baker to the Planning Commission
regarding same. Council President Burrell requested a copy of these letters.

Mayor Kant requested Jennifer Fidler and Trey Jinright to look at the retention ponds
going south and make recommendations.
• Scott Sligh, Electric Superintendent, addressed the City Council regarding the
lighting at Manley Road for the Soccer Complex. He explained the Musco lights that
are around $15,000.00 less than competitors; and these have a 25 year warranty
including maintenance. This maintenance could be an entire group relamp if
necessary. There would be an approximate $130,000.00 savings through the buying
group. This item will be placed on the next City Council agenda. Council President
Burrell stated these far outweigh the cost for the type we are using at this time.
• The Disaster Debris Removal bids were discussed next with Dan Ames, Purchasing
Manager, briefly explaining the process. He mentioned eight bids were received for
the contract with Pittman Tractor being recommended for the award. Mr. Ames
stated the new bid was increased by eighteen ( 18) percent. Mayor Kant commented
we have not had any issues with the past two companies that had the contract.
• Mr. Ames also brought up the small back door garbage truck that the Public Works
Department needs that recently the engine blew up. This truck is used seven days a
week for garbage pickup at restaurants, businesses, condos, beaches, and the
handicap accounts. After further discussion and the options presented, the City
Council agreed to purchase a new garbage truck; a new chassis and body. This item
will be added to the agenda and paid from the General Fund.
There being no further business to come before the City Council, the meeting was
duly adjourned at 6:00 p.m.
