HomeMy WebLinkAbout05-26-2015 City Council Meeting MinutesSTATE OF ALABAMA )( COUNTY OF BALDWIN )( The City Council , City ofFairhope, met in regular session at 6:00 p.m., Fairhope Municipal Complex Council Chamber, 161 North Section Street, Fairhope , Alabama 36532 , on Tuesday, May 26,2015 . 6754 Present were Council President Jack Burrell , Councilmembers: Rich Mueller, Diana Brewer, Michael A. Ford , and Kevin Boone , Mayor Timothy M. Kant, City Attorney Marion E. Wynne , and City Clerk Lisa A. Hanks. There being a quorum present , Council President Burrell called the meeting to order at 6:09 p.m. The invocation was given by Deacon George Yeend of St. Lawrence Catholic Church and the Pledge of Allegiance was recited. Councilmember Boone moved to approve minutes of the 11 May 2015 , regular meeting; minutes of the 11 May 2015 , work session ; and minutes of the 11 May 2015, agenda meeting. Seconded by Councilmember Brewer, motion passed unanimously by voice vote . Mayor Kant addressed the City Council regarding the following items: 1) Introduced Scott Berry and the Fairhope Fishing Team. Mr. Berry said there 65 kids on the team and three will be participating in the State Tournament. He explained this new type of competition which will broaden the student 's horizon. Mr. Berry said they use donated items such as rod and reels as well as people donating their boats ; 2) Farmers Market on Thursdays; 3) Movie in the Park at Fairhopers Community Park and the theme is "Glow in the Park;" 4) Meeting in Mobile for the proposed bridge for Mobile Bay ; Secretary Fox could not attend due to bad weather , to the breakfast was cancelled; and 5) Agenda item for the Eastern Shore Chamber of Commerce was mentioned and he requested for them not to commercialize the event. Councilmember Brewer introduced in writing , and moved for the adoption of the following resolution , a resolution to purchase needed phone components to replace the existing City phone system through National Joint Powers Alliance (NJPA) Buying Group , the State of Alabama Contract list T600 , contract 4011278 and four additional vendors with a total cost of $71 ,116.46 (Project No. ITOO 1-15 - Fairhope Phone System 2015). Seconded by Councilmember Mueller, motion passed unanimously by voice vote. 6755 26 May 2015 RESOLUTION NO. 2364-15 BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF FAIRHOPE, ALABAMA, as follows : That the City of Fairhope has voted to procure needed phone components to replace the existing City phone system per the request of the IT Department for the City of Fairhope and the type of equipment needed is available [1] Through the NJPA buying group ; CDW-G for $45 ,881.00 [2] The State of Alabama contract list T600 , Contract Number 4011278; Strategic Allied Tech for $13 ,101.50 and [3] From four other vendors ; Eventide for $5 ,525.00 , Free PBX for $4,109.00 , !symphony for $2,300 .00 and Counter-path for $199.96 . Adopted on this 26th day of May , 2015 Attest: ~L City Cler Councilmember Ford introduced in writing , and moved for the adoption of the following resolution , a resolution to Purchase Toro Versa-Vac for the Recreation Department and the requested item is available for direct procurement through the TCPN buying group ; and therefore does not have to be let out for bid. The cost is approximately $25 ,133 .60 to allow for freight cost variations at ship time. Seconded by Councilmember Boone , motion passed unanimously by voice vote . 6756 26 May 2015 RESOLUTION NO. 2365-15 BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF FAIRHOPE, ALABAMA, as follows: [1] That the City of Fairhope has voted to purchase Toro Versa-Vac for the Recreation Department and the requested item is available for direct procurement through the TCPN Buying Group; and therefore does not have to be let out for bid . The cost is approximately $25 ,133 .60 to allow for frei ght cost variation s at ship time . Adopted on thi s 26th da Attest: ~!!:JIL City Clerk Councilmember Brewer mo ved to grant the request of Eastern Shore Chamber of Commerce requesting permission to block streets for their Annual Arts and Crafts Festival on March 18 , 19 , and 20 , 2016 ; "No Parking After 5:00p.m." signs be placed on Thursday morning on March 17th ; and adequate City personnel to provide for a successful Festival. Seconded by Councilmember Boone , motion passed unanimously by voice vote . Councilmember Boone stated there was a need to add on an agenda item after Agenda Item Number 7 : a resolution to purchase a 2015 Freightliner/New Way Garbage Truck for the Public Works Department; and the requested item is available for direct procurement through the National Joint Powers Alliance ("NJP A") Buying Group Contract. The cost will not exceed $140 ,741.00 and paid from the General Fund. Councilmember Boone mo ve d to add on the abo ve mentioned item not on the printed agenda. Seconded by Councilmember Mueller , motion passed unanimously by voice vote. Councilmember Boone introduced in writing, and moved for the adoption of the following resolution , a resolution to purchase a 2015 Freightliner/New Way Garbage Truck for the Public Works Department; and the requested item is available for direct procurement through the National Joint Powers Alliance ("NJP A") Buying Group Contract. 6757 26 May 2015 The cost will not exceed $140,741.00 and paid from the General Fund. Seconded by Councilmember Brewer, motion passed unanimously by voice vote. Council President Burrell mentioned that this was an emergency purchase due to truck expiring over the weekend. RESOLUTION NO. 2366-15 BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF FAIRHOPE, ALABAMA, as follows : That the City of Fairhope has voted to purchase a 2015 Freightliner/New Way Garbage Truck for the Public Works Department; and the requested item is available for direct procurement through the National Joint Powers Alliance ("NJPA ") Buying Group Contract.
