HomeMy WebLinkAbout05-11-2015 City Council Work Session MinutesSTATE OF ALABAMA )( COUNTY OF BALDWIN )( The City Council met in a Work Session at 4:30p.m., Delchamps Room, 161 North Section Street, Fairhope, Alabama 36532, on Monday, 11 May 2015. Present were Council President Jack Burrell, Councilmembers: Rich Mueller, Diana Brewer, Michael A. Ford, and Kevin Boone, Mayor Timothy M. Kant, City Attorney Marion E. Wynne, and City Clerk Lisa A. Hanks. Council President Burrell called the meeting to order at 4:30 p.m. The following topics were discussed: • Accommodations Afloat proposed Franchise Agreement was first on the agenda. Bryan Injaian addressed the City Council and stated he has been sailing for 25 years. Mr. Injaian explained he would be doing sailboat charters with overnight stays. Councilmember Boone stated the Harbor Board discussed and recommended the Franchise Agreement to the City Council as long as he followed City policies, obtained needed licenses, and it was legal under our zoning. Council President Burrell questioned his licenses; i.e. Captain's License for Charters; and required insurance. Mr. Injaian replied he needed his 6-Pack License and was waiting on the City before getting license and insurance. John Henry, Harbor Board member, addressed the City Council and stated the rules for the boat slips states there will be no sleeping overnight and no subletting slips. Mayor Kant mentioned we should be charging for utilities and short-term rentals must pay lodging tax. He stated that no one should use Ed Wall's facilities. General Superintendent James Gillespie said we should take it back to the Harbor Board for more clarification and new recommendation. Council President Burrell commented the lease would have to be changed for living on boats and what percentage for recreational and commercial. • Cal Markert, Baldwin County Engineer, addressed the City Council regarding an update on the retention pond at Morphy A venue. Mr. Markert explained that the pond was not performing as it should to be a retention pond; and it needed to be corrected before turning over to the City. Several options were mentioned. The next item he discussed was the Roundabout at County Road 13 and Fairhope Avenue. This project's estimated completion date is June or July 2016. Mr. Markert handed out a fact sheet from Federal Highway Studies for roundabouts which showed these improve safety, reduce congestion, reduce pollution, save money, and compliment other common community values. • IT Director Jeff Montgomery addressed the City Council regarding the phone system updates. He explained the system which he will build and will be a 40 percent savings on our monthly bills. This project will be 60 percent under budget. There will be three modes to make telephone calls; and will be a three way redundancy. Mr. Montgomery did warn everyone that the telephone numbers will not be the same. Monday, 11 May 2015 Page -2- • Lee Turner, President of the Fairhope Single Tax Corporation, addressed the City Council and mentioned the City had hired Preble-Rish to engineer the sidewalk on Morphy. He is proposing the City to bid out in phases beginning with Phase I being from Greeno Road to Troyer Booth Road. There are less right-of-way easements to acquire from residents; and then look at Phase 2 from County Road 13 to Thompson Hall Road. Public Works Director Jennifer Fidler mentioned the main concern from residents was drainage; and to make sure this is addressed when putting in sidewalk. Manley Road was mentioned by Council President Burrell and requested that Fairhope Single Tax Corporation look at this for a possible sidewalk. He also suggested partnering with citizens to put in sidewalks. Mayor Kant replied that would be a Property Improvement Assessment which citizens would pay over time; and said that was how Rock Creek put in their sidewalks. • Ms. Fidler addressed the City Council and said that the City was behind on trash pickup due to the storms, but was beginning to catch back up.
