COUNTY OF BALDWIN )(
The City Council met in a Work Session at 4:30 p.m.,
Delchamps Room, 161 North Section Street,
Fairhope, Alabama 36532, on Monday, 28 March 2016.
Present were Council President Jack Burrell, Councilmembers: Rich Mueller, Diana
Brewer, Michael A. Ford, and Kevin Boone, Mayor Timothy M. Kant, City Attorney Marion
E. Wynne, and City Clerk Lisa A. Hanks.
Council President Burrell called the meeting to order at 4:30 p.m.
The following topics were discussed:
• The Discussion of Tennis Courts Bid and Recommendation was first on the agenda.
Sherry Sullivan, Community Affairs and Recreation Director, addressed the City
Council and explained the bid recommendation which is Option Number 2 for hydro
courts with a cost of $409,897.90. This is approximately $110,000.00 over budget.
She said the Tennis Pro's duties would include maintain these courts; and the courts
would be locked when not in use.
Mayor Kant commented these should be built for our citizens and not for
tournaments only. Ms. Sullivan gave several examples of other Cities and the
number of clay and hard surface courts each provided. The majority of the
Councilmembers agreed to move forward with the recommendation. Mayor Kant
commented we need to be prepare a fee schedule for our courts.
• Councilmember Brewer announced the April 13, 2016 special meeting with The
Akribos Group who will be presenting the Academic Audit at 5:00 p.m. She also
mentioned the Library Board meeting with its new member Dan Stankoski. The
Faulkner lease was mentioned and the Library Board would like to have the option to
use the upstairs in the future.
• Councilmember Mueller stated that Chris Gill, attorney with Hand Arendall, and a
paid consultant will be working together on the Historic Preservation Ordinance to
present to the Committee.
• Mayor Kant mentioned Katy Moss Warner who is president of America in Bloom
and an internationally known horticulturist will be in Fairhope. She will host a
workshop at 10:00 a.m. for the general public, local garden clubs and master
gardeners; and then a second workshop at 4:00 p.m. for local elected officials and
City staff. Both of these workshops will be held on April 13, 2016.
