COUNTY OF BALDWIN )(
The City Council met in a Work Session at 4:30 p.m.,
Delchamps Room, 161 North Section Street,
Fairhope, Alabama 36532, on Monday, 27 June 2016.
Present were Council President Jack Burrell, Councilmembers: Rich Mueller, Diana
Brewer, and Kevin Boone, Mayor Timothy M. Kant, City Attorney Marion E. Wynne and
City Clerk Lisa A. Hanks. Councilmember Michael A. Ford was absent.
Council President Burrell called the meeting to order at 4:30 p.m.
The following topics were discussed:
• The Discussion of the Fly Creek Marina Seawall Improvements was the first item on
the agenda. Trey Jinright and Structural Engineer Martin Pitts addressed the City
Council and explained FRP vs. vinyl for the seawall. There is approximately 160' of
seawall that is supposed to last 75 years according to Mr. Pitts. The slips are also
supposed to be cleaned up. The consensus of the City Council was to take
$58,000.00 from the General Fund and the rest from Capital Improvements.
• Public Works Director Jennifer Fidler Boone addressed the City Council regarding
the Parking Lot adjacent to Library and Fairhope Single Tax Corporation funding the
project. Ms. Fidler mentioned it would be one-way, porous parking, and would save
trees. Mayor Kant stated the City could put in the lights and irrigation for project.
Community Affairs and Recreation Director Sherry Sullivan sent the City Council a
drawing of the proposed parking. The consensus of the City Council was to move
forward with this project.
• Mayor Kant brought up the Discussion for Maintenance of Taylor Street in Montrose.
He said that Cal Markert from the County requested that the City accept the street for
maintenance; and the County would agree to pay for South Section Street up to Twin
Beech Road; and the sidewalk on Gayfer from Meadowbrook to Bishop. Mayor
Kant recommended that the City not to accept Taylor Street at this time.
Linda and Wayne McCullough, 7388 Taylor Street, addressed the City Council and
said they were happy the way things are right now. They only requested potholes to
be fixed by the County; and to leave the street as is. The McCulloughs did not want
the street widened either.
The consensus of the City Council was to not accept Taylor Street from Baldwin
County.
• Councilmember Brewer mentioned the Education Advisory Committee along with
the Akribos Consulting Group will present their recommendations at the City Council
meeting. She also mentioned the Library Board will present their Five-Year Strategic
Plan; how space will be used.
• Sherry Sullivan addressed the City Council and mentioned the Fourth of July
Celebration; next week Movie in the Park; and the Farm Market.
