HomeMy WebLinkAbout06-20-2016 City Council Work Session Meeting MinutesSTATE OF ALABAMA )( COUNTY OF BALDWIN )( The City Council met in a Work Session at 4:30 p.m., Delchamps Room, 161 North Section Street, Fairhope, Alabama 36532, on Monday, 20 June 2016. Present were Councilmembers: Rich Mueller, Diana Brewer, and Kevin Boone, City Attorney Marion E. Wynne, and City Clerk Lisa A. Hanks. Council President Jack Burrell, Councilmember Michael A. Ford, and Mayor Timothy M. Kant were absent. Acting Council Pro Tem Brewer called the meeting to order at 4:30 p.m. The following topics were discussed: • Councilmember Boone gave an update on the Harbor Board and brought up the sea wall bid being around $148,000.00 plus with only $50,000.00 being budgeted. He mentioned the engineer added items to the bid. General Superintendent James Gillespie stated the plan is for a more modem sea wall. Trey Jinright with Jade Consulting commented the timber wall would have more risk. Mr. Jinright said the wall that was bid would withstand the natural forces better such as tidal movements; and would last about 15 to 20 years. The consensus of the City Council was to find funds for the new wall; and have the engineer request an extension of 30 days if necessary » Councilmember Boone stated the Personnel Board met and will be presenting an update on the compensation study. • Councilmember Brewer mentioned the Education Advisory Committee will meet this week to discuss The Akribos Study which will be presented at the next City Council meeting. After the presentation, the Education Advisory Committee will present their recommendations. She mentioned the Library Board who approved a Five-Year Strategic Plan; how space will be used. Councilmember Boone reminded everyone that the lease for the space with Faulkner was only for three years. The Pedestrian and Bicycle Committee did a walkability audit using guidelines from AARP and the Planning Department. The Recreation Board met and the new tennis professional was introduced; and Joe Comer is working on the Volanta Study. • Councilmember Brewer brought up the feasibility study for a Performing Arts Center which will focus on size, program, and funding. This will be a capital campaign for the community. Purchasing Manager Dan Ames briefly discussed the RFQs that are being composed from other companies and cities; and we will select from firms in this field. Councilmember Brewer stated this would be a private and public partnership.
