HomeMy WebLinkAbout07-25-2016 City Council Work Session Meeting MinutesSTATE OF ALABAMA )( COUNTY OF BALDWIN )( The City Council met in a Work Session at 4:30 p.m., Delchamps Room, 161 North Section Street, Fairhope, Alabama 36532, on Monday, 25 July 2016. Present were Council President Jack Burrell, Councilmembers: Rich Mueller and Kevin Boone, Mayor Timothy M. Kant, Attorney Marcus McDowell, and City Clerk Lisa A. Hanks. Councilmembers: Diana Brewer and Michael A. Ford, and City Attorney Marion E. Wynne were absent. Council President Burrell called the meeting to order at 4:30 p.m. The following topics were discussed: • The Harbor Board discussion regarding "Repairs at the City Docks on Fly Creek" was first on the agenda. Bob Riggs, Chair of the Harbor Board, mentioned the safety issues which are present at Fly Creek Marina. A copy of the proposed repairs and maintenance to Fly Creek Marina and Municipal Marina are attached to the adopted Work Session minutes. He requested the City Council look at these issues and take remedial action. Council President Burrell stated that Tom Yeager has some concems regarding the proposed new wall when the slips need dredging and the marina needs repairing. Mr. Yeager said wood is the industry standard; and he found out from other marinas that heavy equipment could not be driven up to 40 feet of the proposed new wall. Mayor Kant and Council President Burrell toured the marina area and there are repairs needed. Council President Burrell asked if the resolution for awarding the bid could be rescinded. City Clerk, Purchasing Manager Dan Ames, and Attomey Marcus McDowell all agreed that a resolution to rescind the bid award could be done. Mayor Kant stated he had not signed the contracts as of today. Mr. Yeager commented that we would save some money by leaving the old wall and tie to new wall which is normal practice. Council President Burrell asked Attomey McDowell to prepare a resolution to be added to the City Council Agenda. Chairman Riggs said that a comprehensive look at the marina is great; and agrees with Mr. Yeager that the recommendation is way out of line. Mr. Yeager commented there is actually 600 feet of bulkhead, but not all needs replacing. Board Member Skip Jones suggested that the Harbor Board put together a preliminary comprehensive plan for presenting to the City Council. It was suggested that a remedial plan be done and also a regular plan with phases.
