HomeMy WebLinkAbout02-22-2016 City Council Work Session Meeting MinutesSTATE OF ALABAMA )( COUNTY OF BALDWIN )( The City Council met in a Work Session at 4:30 p.m., Delchamps Room, 161 North Section Street, Fairhope, Alabama 36532, on Monday, 22 February 2016. Present were Council President Jack Burrell, Councilmembers: Rich Mueller, Diana Brewer (arrived at 4:44 p.m.), Michael A. Ford, and Kevin Boone, Mayor Timothy M. Kant, City Attorney Marion E. Wynne, and City Clerk Lisa A. Hanks. Council President Burrell called the meeting to order at 4:30 p.m. The following topics were discussed: • The Eastem Shore Art Center and COPA were the first item on the agenda with Philip Webb explaining the initial part for the Yam Bombing. Gaye Lindsey addressed the City Council and discussed in detail the procedure for the Community Art Installation Project ("Yarn Bombing of Trees") that is proposed for three weeks in September. She said that teams will decorate trees with yam and the trees will have sponsors. The consensus of the City Council was to allow the project; and to have a resolution on the next agenda for use of City trees and right-of-ways. • Paul Davis on behalf of the Eastem Shore Art Center Board of Directors addressed the City Council regarding paving the parking lot while do the Paving Project for the City. Lee Rambo with Jade Consulting addressed the City Council and said the addition would require milling and overlay. Council President Burrell commented the parking lot is used for the Civic Center overflow and needs to be paved. Mayor Kant said the best way to get the parking lot on the list is to add it to the project. The consensus of the City Council is to move forward and add the parking lot to the Paving Project. Councilmember Brewer brought up and questioned the Library Board appointments. City Clerk Lisa Hanks replied that the recommendations were given to her Friday after the agenda deadline; and the appointments will be on the next City Council agenda. Community Affairs and Recreation Director Sherry Sullivan gave an update on the Recreation Board. She mentioned the tennis courts bids are in and being reviewed; pools are the Recreation Center redone; back stops at the ball park; and the score board replaced. Ms. Sullivan said the Maniey Road Soccer Complex paving will begin soon as well as the grassing in the next few months. The Recreation Board is looking for names for the Soccer Complex and will soon bring a recommendation to the City Council. The Recreation Board will also review the tennis courts bids and then make a recommendation to the City Council. • Councilmember Boone said the Personnel Board met, but he was unable to make the meeting. Human Resources Director Pandora Heathcoe said the Diane Thomas' term will expire in December; and Lorenzo Howard has agreed to take her place as Chair. They discussed compensation time and the Police Department.
