HomeMy WebLinkAbout08-22-2016 City Council Work Session Meeting MinutesSTATE OF ALABAMA )( COUNTY OF BALDWIN )( The City Council met in a Work Session at 4:30 p.m., Delchamps Room, 161 North Section Street, Fairhope, Alabama 36532, on Monday, 22 August 2016. Present were Council President Jack Burrell, Councilmembers: Diana Brewer, Rich Mueller, and Kevin Boone, Mayor Timothy M. Kant, City Attorney Marion E. Wynne and City Clerk Lisa A. Hanks. Councilmember Michael A. Ford was absent. Council President Burrell called the meeting to order at 4:30 p.m. The following topics were discussed: The Recreation Board discussion regarding the Rules and Regulations along with the proposed Tennis Court Fees was first on the agenda. Collin Rust and Mary Gammer requested that fees only be charged for use of soft courts; and that fees for hard courts was not reasonable. Mr. Rust commented we don't want this to be an elite sport. The Recreation Board recommended under age 15 to be allowed to use for free. Councilmembers Brewer and Mueller agreed that no fees should be charged for hard courts. Councilmember Boone said we should not charge kids at all. Community Affairs and Recreation Director Sherry Sullivan was asked to make the necessary changes and have for the next City Council agenda. Ms. Sullivan announced that the Manley Road Soccer Complex should be complete on September 19, 2016; and the dedication ceremony on September 30, 2016. Council President Burrell brought up the discussion of an Entertainment District. He said we do not want a Dauphin Street District like Mobile; and mentioned he met with businesses regarding issue like First Friday Art Walk. Since the City is a Class 8 Municipality, Fairhope would have to have one of the following to have an Entertainment District: an Arts Council, a Main Street initiative, or a Downtown Development Entity. Council President Burrell stated one of these must be established before proceeding. Councilmembers Mueller and Boone questioned the advantage(s) for an Entertainment District. Councilmember Brewer commented an update for the Manley Road Soccer Complex and the Recreation Board were already presented. She also mentioned the October Soccer Tournament is still scheduled at the Soccer Complex. Mayor Kant said the Budget will get cranked up on Wednesday. Council President Burrell said the Airport Authority has a grant from the FAA and there are two ordinances on agenda tonight to rezone the remainder of property from R-1 to M-l. Council President Burrell said the Industrial Development Board will regroup and help businesses already here. He said the Sister Cities Committee meets next week.
