HomeMy WebLinkAbout08-08-2016 City Council Work Session Meeting MinutesSTATE OF ALABAMA )( COUNTY OF BALDWIN )( The City Council met in a Work Session at 4:30 p.m., Delchamps Room, 161 North Section Street, Fairhope, Alabama 36532, on Monday, 8 August 2016. Present were Council President Jack Burrell, Councilmembers: Diana Brewer, Rich Mueller, and Kevin Boone, Mayor Timothy M. Kant, City Attorney Marion E. Wynne and City Clerk Lisa A. Hanks. Councilmember Michael A. Ford was absent. Council President Burrell called the meeting to order at 4:30 p.m. The following topics were discussed: • The Harbor Board discussion regarding "Repairs at the City Docks on Fly Creek" was first on the agenda. Skip Jones, Bob Riggs, and Tommy Yeager were representing the Board. Mr. Jones explained the quotes and recommendations. Mr. Jones said that the estimates to repair the entire City Harbor are $108,977.00; and said it should come in less than this estimate. Mr. Riggs stated the last three items on the list need to be addressed due to safety. Mayor Kant said we need to repair the safety issues; and someone must assume liability for the project. The consensus of the City Council was to move forward and this project is long overdue. Mr. Riggs also brought up the Eastern Shore Marine leasehold property that needs to be cleaned up and presentable for Fairhope. • Bay Meadows Subdivision was the next agenda item to be discussed. Public Works Director Jennifer Fidler said the homeowners paid for concrete speed humps and want the speed limit lowered from 35 miles per hour to 25 miles per hour. Mayor Kant commented the road may not have been accepted from Baldwin County. City Clerk Lisa Hanks said she would check the records for acceptance. Council President Burrell said that this would be on the next agenda if it is a City street. Councilmember Brewer said the Recreation Board's recommendation for Stimpson Field is on the agenda tonight to name it the "Mike Ford Tennis Center at Fairhope Stimpson Park." The Education Advisory Committee's recommendation is also on tonight's agenda for the five schools in Fairhope. Councilmember Boone gave an update on the Personnel Board and said they are still working on the Compensation Study update. Council President Burrell said the Industrial Development Board met and introduced its new members. The Board will discuss tax abatements for businesses and look at the Industrial Park off of Nichols. He mentioned the Chair of the Baldwin County Economic Development Alliance will be invited to speak to the group. Council President Burrell also said the Airport Authority will meet on August 16, 2016.
