COUNTY OF BALDWIN )(
The City Council met in a Work Session at 4:30 p.m.,
Delchamps Room, 161 North Section Street,
Fairhope, Alabama 36532, on Thursday, 8 September 2016.
Present were Council President Jack Burrell, Councilmembers: Diana Brewer
(arrived at 4:45 p.m.). Rich Mueller, and Kevin Boone, City Attorney Marion E. Wynne and
City Clerk Lisa A. Hanks. Councilmember Michael A. Ford and Mayor Timothy M. Kant
were absent.
Council President Burrell called the meeting to order at 4:41 p.m.
The following topics were discussed:
• Sherry Sullivan, Community Affairs and Recreation Director, addressed the City
Council on creating an Entertainment District. She explained the procedures that the
Alabama Alcoholic Beverage Control Board ("ABC") requires. And any time we
want to increase or decrease the District, we would send ABC a revised map. Ms.
Sullivan mentioned Opelika who has approved distinct cups for the District. She also
said the Council needed to decide whether they wanted the District just for special
events or 365 days per year. There would be signage for where the District begins
and all of the other laws would still be observed. Council President Burrell suggested
cups from each establishment. Ms. Sullivan did state that the ABC is very reluctant
with water and open containers. She said that staff was checking on zoning
requirements. All businesses would have to have a cup, not Just bars and lounges.
Chief Petties commented the designed cups are a good idea. Council President
Burrell said to get details to Ms. Sullivan.
• Ronan McSharry brought up the hours of operations and wanting to keep
establishments open until 2:00 a.m. every night. This would affect approximately 7
establishments. Councilmember Mueller said he didn't like people traveling to
Daphne at those hours. Councilmembers Brewer and Burrell both said they would
like to think about the suggestion.
• Nancy Anderson and Bart Cox, Chair and member of Recycling Committee
respectively, addressed the City Council regarding recycling containers for 12 places
around the City. Mr. Cox mentioned a parcel of land on the Golf Course that he
purchased at a tax sale; and showed a picture of same. Mr. Cox has agreed to deed
the land to the City in exchange for the City to purchase the containers and place at
the desired spots. The estimated cost is approximately $5,000.00 which is $400.00
per container. Ms. Anderson suggested buying a bench in honor of Mike Ford
"Father of Recycling."
