HomeMy WebLinkAbout10-24-2016 City Council Work Session Meeting MinutesSTATE OF ALABAMA )( COUNTY OF BALDWIN )( The City Council met in a Work Session at 4:30 p.m., Delchamps Room, 161 North Section Street, 161 North Section Street, Fairhope, Alabama 36532, on Monday, 24 October 2016. Present were Council President Jack Burrell, Councilmembers: Rich Mueller, Michael A. Ford, and Kevin Boone, Mayor Timothy M. Kant, City Attorney Marion E. Wynne, and City Clerk Lisa A. Hanks. Councilmember Diana Brewer and Mayor Timothy M. Kant were absent. Council President Burrell called the meeting to order at 4:30 p.m. The following topics were discussed: 2017 Tap Grant was discussed by Public Works Director Jennifer Fidler and Grant Writer Stacey McKean. Ms. Fidler mentioned the TAP Grant for walking and pedestrian trail for Highway 104 and U. S. 98; and the Manley Road and County Road 13 TAP Grant. She requested from the City Council if they wanted Ms. McKean to help with a new TAP Grant, and if so, what scope of work would they like designed. County Road 44 sidewalk and the gap of sidewalk on Manley was suggested with a possible partnership with Fairhope Single Tax Corporation. Councilmember Mueller gave an update on the Historic Preservation Committee and the ordinance for a Historic Preservation Authority. He explained the need for some type of control. A survey of the buildings has already been done and our heritage needs preserving. Mayor-elect Wilson is in favor of an ordinance. Councilmember- elect Conyers stated this would be good for downtown Fairhope. Councilmember Mueller also mentioned the Fairhope Environmental Advisory Board and the need for Fairhope to track the bacteria, found in Mobile Bay, more in depth. Councilmember Ford gave an update on the Recycling Committee and said the schools are pushing children to recycle. He said the education is needed. Public Works Director Jennifer Fidler commented the new baler is being used and have been selling our recycling. Councilmember Ford suggested having a lacrosse field for the City of Fairhope; and to keep doing what we have been doing. Council President Burrell encouraged all Councilmembers to attend meetings. He brought up the AMEA nomination to its board; and explained replacing Mayor Kant. Mayor-elect Wilson stated to the Councilmembers that she wanted this position and would take one of the Utilities with her. Water and Sewer Superintendent Dan McCrory addressed the City Council and explained the painting of one of our water towers. Council President Burrell said we need to put an item in the budget to paint and begin setting aside funds to pay for it now.
