COUNTY OF BALDWIN )(
The City Council met in a Work Session at 4:30 p.m.,
Delchamps Room, 161 North Section Street,
Fairhope, Alabama 36532, on Monday, 9 May 2016.
Present were Council President Jack Burrell, Councilmembers: Rich Mueller, Diana
Brewer, and Kevin Boone, and City Clerk Lisa A. Hanks. Councilmember Michael A. Ford,
Mayor Timothy M. Kant, and City Attorney Marion E. Wynne were absent.
Council President Burrell called the meeting to order at 4:30 p.m.
The following topics were discussed:
• Terry Burkle with the Baldwin County Education Coalition, addressed the City
Council and gave a brief presentation on why the Baldwin County School Board
should combine the Kindergarten through 3rd grade school and the 4th through and
6th grade school into two K through 6th grade schools. Ms. Burkle mentioned the
student/teacher ratios would be lower if combined. She presented their key findings
and what was best for the children. A video was also shown to support this
recommendation. Ms. Burkle stated there are four Cities with schools that need to be
addressed: Fairhope, Daphne, Bay Minette, and Foley.
• Dirk Flad with the Fairhope Soccer Club addressed the City Council regarding the
SCORE Fundraiser with an official goal of $250,000.00. Mr. Flad explained the
phases, key campaign themes, and the marketing strategy. He said the funds will be
used for equipment and the upkeep of same. He mentioned a gazebo and signage
coordinated with City staff. The consensus of the City Council was to move forward.
• Sherry Sullivan, Community Affairs and Recreation Director, addressed the City
Council regarding the FY16 Outdoor Recreation Legacy Partnership Program and the
legacy grant for $500,000.00. The consensus of the City Council was they wanted
input on what would be put in this park. Ms. Sullivan explained that this was being
brought to the City Council to make them aware of the City applying for the grant
and a resolution was not needed as it was for an ADECA grant.
• Councilmember Brewer gave an update on the Education Advisory Committee who
met last week; and will meet again this week. She said the Akribos Consulting
Group and their results would be discussed. Councilmember Brewer said the
Recreation Board will meet next week; and the Pedestrian and Bicycle Committee
will be moving their meeting date to Tuesdays.
• Councilmember Mueller stated that the City Attorney and the consultant are working
together on the proposed Historic Preservation Ordinance. He questioned why
bicycles are not being licensed.
• Councilmember Boone announced that the Personnel Board with meet next Thursday
at 7:15 a.m. He also stated that the Harbor Board bids were let out for the bulkhead.
