HomeMy WebLinkAbout07-09-2018 Work Session Meeting MinutesSTATE OF ALABAMA ) ( COUNTY OF BALDWIN ) ( The City Council met in a Work Session at 4:30 p.m., Fairhope Municipal Complex Council Chamber, 161 North Section Street, Fairhope, Alabama 36532, on Monday, 9 July 2018. Present were Council President Pro Tempore Jay Robinson (arrived at 4:54 p.m.), Councilmembers: Jimmy Conyers, Robert Brown, and Kevin Boone, Mayor Karin Wilson, City Attorney Marcus E. McDowell, and City Clerk Lisa A. Hanks. Council President Jack Burrell was absent. Councilmember Brown called the meeting to order at 4:30 p.m. and stated that Council President Pro Tempore Robinson should be here around 5:00 p.m. The following topics were discussed: • The Discussion of Landscape Architectural Services was presented by Public Works Director Richard Johnson, Planning Director Wayne Dyess, and Economic and Community Director Sherry-Lea Botop. Mr. Johnson said we need a landscape/hardscape professional. Ms. Botop added for design and artistic look. Mr. Dyess said we need the professional for vernacular design/plan; and this would be budget neutral due to not using funds for "Planning Reviews." The Visual Preference Plan/Survey was the next item discussed. Ms. Botop said we need expertise for these services; and for the Greeno Road overlay. She said the cost would be $15,000.00 or less. • The next item was the Utility Rates Discussion. Council President Pro Tempore said there has been public back lash; and commercial companies are not happy. He recommended that these ordinances be tabled. Councilmember Conyers agreed to table the ordinances. Council President Pro Tempore Robinson stated we own our utilities and should be competitive; and keep these upgraded. He said there are concerns out there and need to be addressed. He commented right now we have the lowest cost and with the increases we will have the middle or close to the upper cost. Councilmember Boone agreed we need to get everyone's input on rates. Assistant Water and Sewer Superintendent Jay Whitman said a sample would be good to show the effect of the increase. • Councilmember Conyers mentioned the Library Board would not be meeting in July; and said the Fairhope Environmental Advisory Board and Historic Preservation Committees have not met. • Councilmember Brown reminded everyone of the Education Advisory Committee on Wednesday and the discussion on 3 Mil and steps to create a Special Tax District for the Fairhope feeder pattern. • Councilmember Boone reminded everyone of the Harbor Board meeting in July.
