The City Council met in a Work Session at 4:30 p.m.,
Fairhope Municipal Complex Council Chamber,
161 North Section Street, Fairhope, Alabama 36532,
on Monday, 8 January 2018.
Present were Council President Jack Burrell, Councilmembers: Jay Robinson,
Jimmy Conyers, and Kevin Boone, City Attorney Marcus E. McDowell, and City
Clerk Lisa A. Hanks. Councilmember Robert Brown and Mayor Karin Wilson were
absent.
Council President Burrell called the meeting to order at 4:30 p.m.
The following topics were discussed:
The first item on the agenda was the discussion of the ADECA Recreational Trails
Grant by Public Works Director Richard Johnson and Community Affairs Director
Sherry-Lea Botop. Mr. Johnson explained the Multi-Use Non-Motorized Trail on the
City's' North Beach to be funded with this 80/20 grant. That would be $400,000.00
to $100,000.00 (City's portion) for the total grant of $500,000.00 possible. Mr.
Johnson stated this trail would be from decomposed granite and can be patched
easily. He said the grant was due on February 9, 2018.
Council President Burrell commented he wants to know ahead of time what has been
budgeted. Ms. Botop mentioned that the Financial Advisory Committee already
approved going forward with the grant. Mr. John said this is a good figure at
$500,000.00.
Councilmember Conyers stated there is a lot of traffic not locals and concerned about
this. Mr. Johnson said everyone pays or must be a citizen of Fairhope during our
busy season when we man the booth.
The MS4 Dry Weather Screening "Outfall Assessment" Notification Procedures was
discussed by Planning Director Wayne Dyess and Environmental Code Enforcement
Officer Kim Burmeister. Mr. Dyess briefly explained the Outfall Assessment and
then turned the topic over to Ms. Burmeister who stated this is a requirement for our
stormwater permit. Ms. Burmeister said this is over and beyond the Operation and
Maintenance. This assessment is to check for properly functioning outfalls.
Operations Director Richard Peterson briefly explained the needed soffit repair work
and lack of ventilation at the Recreation Center Building. Mr. Peterson said he was
looking towards infrared heating; and had met with Recreation Director Tom Kuhl
and Walt Bolton with BES to discuss this project. Mr. Peterson mentioned he would
like to negotiate with BES and have Council approve a not to exceed amount.
The Debris Management Plan for the City of Fairhope was explained by John
Saraceno. He explained the need for signatures and approval to send to the EMA and
FEMA for their approval. Mr. Saraceno said then the plan would come back for final
Council approval via a resolution.
