HomeMy WebLinkAbout08-27-2018 Work Session Meeting MinutesSTATE OF ALABAMA ) ( COUNTY OF BALDWIN ) ( The City Council met in a Work Session at 4:30 p.m., Fairhope Municipal Complex Council Chamber, 161 North Section Street, Fairhope, Alabama 36532, on Monday, 27 August 2018. Present were Council President Jack Burrell, Councilmembers: Jay Robinson, Jimmy Conyers, Robert Brown and Kevin Boone, Mayor Karin Wilson, City Attorney Marcus E. McDowell, and City Clerk Lisa A. Hanks. Council President Burrell called the meeting to order at 4:35 p.m. The following topics were discussed: • The Discussion of Christmas Tree Lights Sponsorships as a Rotary Fundraiser was first of the Agenda. Scott Yeager, Treasurer with Fairhope Sunset Rotary, addressed the City Council and explained idea: to solicit families, businesses, and other organizations in a campaign to adopt a tree in the downtown and surrounding streets of Fairhope. Each adopting party will have a recognition (tastefully) hung from the tree in which they adopt. The recognition will hang from the tree from the date of the Tree Lighting Ceremony until the last day of the Art Festival. The money raised from this effort will go to a local organization mutually selected by the City of Fairhope and the Fairhope Sunset Rotary. The consensus was to move forward and put on the next City Council agenda with Councilmembers Robinson and Brown as part of the Committee for signage. • The Discussion of Police Resource Officers and Police Department needs was discussed next by Lieutenant Stephanie Hollinghead and Lieutenant Larry Sledge along with Mayor Wilson. The need is to get a head start for the positions; and the Police Department will be losing three more officers. Mayor Wilson commented there are 9 new positions and one promotion for the Police Department. She also commented that the School Resource Officers will be supplemented by the County up to $50,000.00 per officer for each school. The City Council questioned the rollover and personnel. The consensus of the City Council was to move forward with the School Resource Officers and put on the next City Council agenda. • Public Works Director Richard Johnson addressed the City Council and explained his budget requests. See attached handout. Mr. Johnson explained briefly the needs for his department specifically personnel (Fleet Maintenance, Sanitation Hoppers, etc.) and recycle bins for customers. Bin costs and capital purchases were questioned by the City Council. He mentioned the need for a sign printer and plotter, full cycle cost for flowers, and an excavator that will benefit Public Works and Utilities. Mayor Wilson gave a few notes from 2016 to 2018; said transfers are down; and we are in a better position financially.
