HomeMy WebLinkAbout04-09-2018 Work Session Meeting MinutesSTATE OF ALABAMA ) ( COUNTY OF BALDWIN ) ( The City Council met in a Work Session at 4:30 p.m., Fairhope Municipal Complex Council Chamber, 161 North Section Street, Fairhope, Alabama 36532, on Monday, 9 April 2018. Present were Council President Jack Burrell, Councilmembers: Jay Robinson, Jimmy Conyers, Robert Brown, and Kevin Boone, Mayor Karin Wilson, City Attorney Marcus E. McDowell, and City Clerk Lisa A. Hanks. Council President Burrell called the meeting to order at 4:30 p.m.; and announced the first item on the agenda: Budget and Expenditures Discussion was requested to be removed by Mayor Wilson. The following topics were discussed: • The Discussion of SCADA and Engineering Department was first on the agenda and discussed by Operations Director Richard Peterson and Mayor Wilson. The growth we have a need for department and SCADA network. Mr. Peterson said we lack capability for day-to-day operations. Mayor Wilson commented we need planning level engineers. After further discussion, the consensus was to move forward with upgrading and mapping by hiring an engineering firm. Council President Burrell asked for the Return on Investment for an in-house Engineering Department because this would be adding $500,000.00 plus to the budget. • The Dockwa Discussion was next on the agenda was explained by Marina Manager Drew Craze; and said as the marina grows this would help accommodate transient boaters. He said reservations are taken 24/7; and we can confirm or decline these reservations based on availability. Council President Burrell questioned the number of transients. Mr. Craze replied 8 slips, but this company will advertise Fairhope Docks; and it is the only one compatible with MUNIS. The consensus was to move forward. Mr. Craze gave an update on the fuel docks; and said the project would not begin until after April 18, 2018. He said we are waiting on the contractor. • Lynn Maser and Lance Cabaniss discussed the Clubhouse Construction Project. They explained the change order with a savings of $5,100.00. The composite went away, but it will be a concrete slab that could be stained and/or scored with a thin coat finish on side. • Paige Crawford discussed the Farmer's Market Rules and Vendor Application. Ms. Crawford explained the requirements and said we are generalizing the policies. The product will be Alabama grown and specific to Baldwin County. The reselling from stores and availability to home grown producers was questioned.
