COUNTY OF BALDWIN ) (
The City Council met in a Work Session
at 5:00 p.m., Fairhope Municipal Complex Council Chamber,
161 North Section Street, Fairhope, Alabama 36532,
on Monday, 27 April 2020.
Present were Council President Jack Burrell, Councilmembers: Jay Robinson, Jimmy
Conyers, Robert Brown, and Kevin Boone, Mayor Karin Wilson, City Attorney
Marcus B. McDowell (in Lobby), and City Clerk Lisa A. Hanks.
Council President Burrell called the meeting to order at 5:02 p.m.
The following topics were discussed:
• The Discussion of Discussion of Working Waterfront Conceptual Plan by
Community Affairs Director Jessica Walker and the Selection Team was first
on the agenda. Ms. Walker addressed the City Council and introduced the
Selection Team: Councilmember Jimmy Conyers, Brandon Bias, Christian
Preus, and Scott Hutchinson. (Attached is the Power Point Presentation titled
"Fairhope Waterfront Plan - Fairhope Working Waterfront and Greenspace
Project")
Councilmember Boone questioned if the bulkhead repair was included and
explained the need for it to be. He commented the repair of the bulkhead
previously was only a band aid. Council President Burrell asked if the City
would have to budget additional funds for this project; and if parking would
be pervious or impervious. Councilmember Brown questioned the bluffs and
Fairhope Single Tax Corporation; and reminded everyone that all of this must
be left as a "park."
• Mayor Wilson began the Discussion of Marketing Plan when City reopens
Businesses. She said this is a marketing plan to help small businesses
rebound. Mayor Wilson commented part of the plan is to promote spending
locally, possibly billboards, and hire marketing firm to handle. She said the
AMEA grant should be for all businesses and could help fund this plan.
Mayor Wilson said this is a long term investment. Mayor Wilson suggested
for lodging tax to increase by 1 percent and be in line with other Cities. She
also suggested a gas tax for the City of 1 percent.
Council President Burrell told Mayor Wilson that they would continue her discussion
during the City Council meeting.
