The City Council met in a Work Session
at 4:30 p.m., Fairhope Municipal Complex Council Chamber,
161 North Section Street, Fairhope, Alabama 36532,
on Wednesday, 13 November 2019.
Present were Council President Pro Tempore Jay Robinson, Councilmembers:
Jimmy Conyers and Robert Brown, City Attorney Marcus B. McDowell, and City
Clerk Lisa A. Hanks. Council President Jack Burrell, Councilmember Kevin Boone,
and Mayor Karin Wilson were absent.
Council President Pro Tempore Robinson called the meeting to order at 4:30
p.m.
The following topics were discussed:
• The Discussion of Blue Island Avenue/Ashley Street Drainage Improvements: Public
- Private Partnership was first on the agenda. Public Works Director Richard Johnson
and Larry Smith with S. E. Civil (on behalf of 68 Ventures) addressed the City
Council and explained the proposed project with installing a regional pond and the
flow process. (See attached handout). Based on the number given by Mr. Smith, the
consensus of the City Council was to get a hard number and then come back. Mr.
Johnson told the City Council that the City has more pressing concems that can be
handled with $180,000.00.
Special Projects Manager Lynn Maser discussed the Bait Shop and Ovemight
Parking at Fairhope Docks. She gave a brief proposal for a bait shop that would need
to be bid out for a specified time until the City decides on what will be done at the
location. Since another proposal may be brought after January, the consensus of the
City Council was to wait until the beginning of the year.
Ms. Maser brought up ovemight parking and some issues that need addressing;
parking an indefinite time, trailer with boat, work trailer, etc. Council President Pro
Tempore Robinson asked City Attomey McDowell if was legal to charge for parking
in a public lot. City Attomey McDowell commented you can state no parking trailers
ovemight and abandoned vehicle can be handled via the City ordinance. Council
President Pro Tempore Robinson said it needs to be fair and functional for Fairhope
Docks and all citizens.
Ms. Maser also brought up the budget being adopted tonight and requested it be
amended to add one full time employee for the Golf Course; and defund two part-
time employees and one seasonal employee. She explained the reasons for this need
and said the rationale will work for the Golf Course as it did for Fairhope Docks.
Council President Pro Tempore Robinson stated he would like for the other
Councilmembers to be here for consideration of this proposed change.
