COUNTY OF BALDWIN ) (
The City Council met in a Work Session
at 4:30 p.m., Fairhope Municipal Complex Council Chamber,
161 North Section Street, Fairhope, Alabama 36532,
on Wednesday, 29 May 2019.
Present were Council President Jack Burrell, Councilmembers: Jay Robinson, Robert
Brown, and Kevin Boone, Mayor Karin Wilson, City Attorney Marcus E. McDowell,
and City Clerk Lisa A. Hanks. Councilmember Jimmy Conyers was absent.
Council President Burrell called the meeting to order at 4:30 p.m.
The following topics were discussed:
• The Discussion of Community Development Department was first on the agenda.
Human Resource Manager Leslie Green explained the need for two new job
descriptions. Mayor Wilson explained in more detail the need to restructure the
department since the resignation of the Director. She said the positions in the
department will be a Community Development Supervisor, Project Coordinator, and
Tourism and Events Manager. Council President Burrell said he needed to look at
the budget before moving forward. Mayor Wilson stated the personnel process is
inefficient. The City Council requested the Personnel Board to review and give a
recommendation.
• Building Director Erik Cortinas presented The Discussion of Decals for Constmction
Vehicles at Work Sites. He explained the only contractors or companies that are
required to have signage on vehicles were plumbing and HVAC. Mr. Cortinas
handed out a sample of the recommended decal; and this would be an aid to help
make sure everyone is in compliance. He suggested to begin using the decals in
January 2020. Councilmember Brown stated this is targeting. Councilmember
Boone said he didn't have a problem with this in lieu of signs. Mr. Cortinas said he
would work on the wording for the ordinance.
• Councilmember Boone announced there would be a Special Called Personnel Board
on June 3, 2019 at 7:00 a.m.
• Councilmember Robinson gave an update on the Reereation Board and said the
Board was excited about the potential new property.
• Council President Burrell gave an update on the Airport Authority for the East
Access; and asked for support on the FAA grant resolution on the City Council
agenda.
• Speeial Projects Manager Lynn Maser addressed the City Council and mentioned the
following items: Golf Course renovations; and Fairhope Docks and kayak launch,
commercial shrimper, four slips now being used that were not rented, and during the
Memorial Day Holiday sales were approximately $13,000.00.
