The City Council met in a Work Session
at 4:30 p.m., Fairhope Municipal Complex Council Chamber,
161 North Section Street, Fairhope, Alabama 36532,
on Monday, 10 June 2019.
Present were Council President Pro Tempore Jay Robinson, Councilmembers: Jimmy
Conyers (arrived at 4:46 p.m.), Robert Brown, and Kevin Boone (arrived at 4:36
p.m.). City Attorney Marcus E. McDowell, and City Clerk Lisa A. Hanks. Council
President Jack Burrell and Mayor Karin Wilson were absent.
Council President Pro Tempore Robinson called the meeting to order at 4:35
p.m. and announced that on the City Council Meeting agenda Item Number was
pulled by the developer; and Items Number 8 and 9 were pulled by the City Council
and Mayor. He also announced the first item on the Work Session Agenda had been
pulled by Mayor Wilson.
The following topics were discussed:
• Historic Preservation Committee member Lisa introduced Mary Shell, Alabama
Historical Commission Community Services/Preservation Planner, to the City
Council. Ms. Shell addressed the City Council regarding a Historical Preservation
Commission and said the Historic Preservation Committee at this moment has no
purpose which was to make recommendations to the City Council on the
establishment of an Historic Preservation Commission, which would serve to
promote the educational, cultural, economic and general welfare of the City. Ms.
Shell explained the Commission would recommend Districts and National Register
of Historic Places. She said the regulations are intended to keep integrity of areas
and would be for new development and buildings. Ms. Shell said that homes
designated historic would have less property taxes and tax benefits (advocate Federal
programs and State programs that apply). She mentioned the City being categorized
as a Certified Local Government; answered a question that Foley and Magnolia
Springs have a Historical Preservation Commission and Districts. Ms. Shell
explained that Fear of Regulations causing Towns and Cities to not form a Historical
Preservation Commission. Councilmember Conyers stated the Committee's mission
is whether to have a Historical Preservation Commission and this is the next step.
• City Treasurer Kim Creech addressed the City Council regarding the Discussion of
funding options for a New Western Star 4700SB Chassis with New Way Sidewinder
TXR 22-yard Automated Side Loader for Sanitation Department. She explained the
difference between leasing or purchasing the vehicle; and said it is not in the 2019
budget. She mentioned one of the leases we have has interest at 5.35 percent and
after calling a bank we do business with we can get interest at 2.87 percent. Ms.
Creech said this is a Master Lease Mechanism which allows Public Works Director
Richard Johnson better funding over three years. She said the original intent was to
budget over years which leaves more money available in the General Fund.
