COUNTY OF BALDWIN ) (
The City Council met in a Work Session
at 4:30 p.m., Fairhope Municipal Complex Council Chamber,
161 North Section Street, Fairhope, Alabama 36532,
on Monday, 12 August 2019.
Present were Council President Jack Burrell, Councilmembers: Jay Robinson, Jimmy
Conyers, and Kevin Boone, Mayor Karin Wilson, Marion E. Wynne (Attorney), and
City Clerk Lisa A. Hanks. Councilmember Robert Brown and City Attorney Marcus
E. McDowell were absent.
Council President Burrell called the meeting to order at 4:34 p.m.
The following topics were discussed:
• The Discussion of Electric Service Standards was first on the agenda. Electric
Superintendent Michael Allison addressed the City Council and briefly explained the
proposed Service Standards. Councilmember Robinson asked if there were standards
for special circumstances. Mr. Allison said there are special provisions because we
either stick with the standards or decision per the Electric Superintendent or his/her
designee. The consensus of the City Council was to put on the August 26, 2019 City
Council agenda for the first reading.
• Operations Director Richard Peterson addressed the City Council regarding the
Discussion of Water and Sewer Connection Fees and Expenses. Council President
Burrell questioned the meter size and capacity; and the fees. He said it would be
wise to put back into fund for Utility Revenue. Mayor Wilson suggested use for land
acquisition for future. The consensus of the City Council was to put both ordinances
on the next agenda.
• Mr. Peterson addressed the City Council and brought up the Twin Beech area and the
odor problem. He commented there is an odor neutralizing system that may help in
the interim before the upgrades are completed. This system will cost $10,450.00 and
has a carbon pack. Councilmember Robinson questioned if this is to only mask the
problem. Councilmember Boone explained the issue and that this would not mask
the problem. This is a neutralizing system that hooks up to the vent system. The
consensus of the the City Council was to add to tonight's City Council agenda.
The following are items also discussed by Operations Director Peterson: the
Transmission Project with a $2,000,000.00 plus cost; the Point Repair Project; and
the Valley Light Station Project.
• Public Works Director Richard Johnson addressed the City Council and discussed the
ATRlP-11 Rebuild Alabama Infrastructure Program with $30 million dollars available
statewide. Mr. Johnson said these will be annual Gas Tax Grants but must be used
for State maintained roads intersection City roads. His suggestion was the Twin
Beech and Greeno Road turn lanes which is a State and City intersection.
