HomeMy WebLinkAbout06-22-2020 Work Session Meeting MinutesSTATE OF ALABAMA ) ( COUNTY OF BALDWIN ) ( The City Council met in a Work Session at 4:30 p.m., Fairhope Municipal Complex Council Chamber, 161 North Section Street, Fairhope, Alabama 36532, on Monday, 22 June 2020. Present were Council President Jack Burrell, Councilmembers: Jay Robinson (arrived at 4:34 p.m.), Jimmy Conyers, Robert Brown, and Kevin Boone, Mayor Karin Wilson (arrived at 4:35 p.m.). City Attorney Marcus E. McDowell, and City Clerk Lisa A Hanks. Council President Burrell called the meeting to order at 4:30 p.m. The following topics were discussed: • The first item on the Agenda was the Eastem Shore Chamber of Commerce Overview of the Year and New Initiatives by Casey Gay Williams. She mentioned the following items: Get Out and Vote Campaign, Map of Eastem Shore, Youth Leadership Program, STEPS, and Annual Report. Ms. Williams announced the launch of their Tourism Promo on June 30, 2020 called "Explore Eastem Shore" which will support small business in Eastem Shore. She also mentioned the following: IT and Hospitality Apprenticeships, Agenda for Legislature, Election Guide, Alabama Magazine listing. Discover Coastal Alabama, and the Eastem Shore Magazine. • The Discussion of the Proposal from the IMBA (Intemational Mountain Biking Association) for Bike Trails on the Triangle Property was presented by Councilmember Brown. He said the first phase would be on North Triangle property with multi trails ($65,000.00), gravity trails ($50,000.00), and a contingency of $23,000.00 for a total of $138,000.00. He said they also looked at South Triangle property and the Colony Nature Park. Councilmember Brown commented IMBA would protect the property. He said South Triangle property came in at $225,000.00 and the Colony Nature Park came in at $494,000.00. He said that this includes signage, trails, and zones. Councilmember Conyers said this would be low impact and pedestrian friendly, Councilmember Robinson questioned maintenance. • Operations Director Michael Allison addressed the City Council on Agenda Item Number 3: Discussion of FY2021 Rate Adjustments for the Utilities; and asked for direction for preparing the ordinance. Council President Burrell commented he has water with Daphne and his monthly bill ranges around $39.00 to $40.00. Mr. Allison said that the average usage inside the City is approximately 5,000 gallons; and outside the City is approximately 7,000 gallons. Council President Burrell asked how these proposed rates compare to competitors. Mr. Allison said with all the buddy meters it is hard to tell. Councilmember Conyers commented we should strive toward a break even number. Several suggestions were given by the Councilmembers.
