HomeMy WebLinkAbout09-14-2020 Work Session Meeting MinutesSTATE OF ALABAMA ) ( COUNTY OF BALDWIN ) ( The City Council met in a Work Session at 4:30 p.m., Fairhope Municipal Complex Council Chamber, 161 North Section Street, Fairhope, Alabama 36532, on Monday, 14 September 2020. Present were Council President Jack Burrell, Councilmembers: Jay Robinson (arrived at 5:03 p.m.), Jimmy Conyers, Robert Brown, and Kevin Boone, Mayor Karin Wilson, City Attorney Marcus E. McDowell, and City Clerk Lisa A. Hanks. Council President Burrell called the meeting to order at 4:35 p.m. The following topics were discussed: • The first item on the Agenda was the Discussion by the Fairhope Environmental Advisory Board: By-Laws and the Dyas Triangle property. Councilmember Conyers explained the changes in the By-Laws and the need for a management plan for the Dyas Triangle property. Amy Paulson, member of FEAB, addressed the City Council and commented the resolution was adopted to implement in steps to address the property. She mentioned park and greenspace, an interim management plan, a final management plan, and the conservation easement looked at last. Council President Burrell stated we need options and ideas. Mayor Wilson mentioned an Attomey General's Opinion being needed. Council President Burrell replied if we did want an Attomey General's Opinion, we would use an attomey that was unbiased. • Planning and Zoning Manager Hunter Simmons and Community Affairs Director Jessica Walker addressed the City Council regarding the Comprehensive Land Use Plan. They mentioned two bids that were let with only one complete for the Plan portion and two complete for the GIS portion; and the recommendation to reject both by ADCNR due to scrivener's errors. • Councilmember Brown gave an update on the Fairhope Public Schools Commission regarding nomination of members in December; and being on a Work Session in December. He mentioned the Pedestrian and Bicycle Committee regarding Mobile Street from Fels to Pier Street where we have an ordinance to walk and push bike. The Committee has suggested to enlarge that section of the Eastem Shore Trail too. • Building Official Erik Cortinas addressed the City Council regarding the storm and the need to evaluate and do inspections will help with FEMA funds. He requested everyone after the storm to please get with the Building Department if you have damage. • Planning and Zoning Manager Hunter Simmons addressed the City Council regarding items on the Planning Commission. He said three weeks to a month before on the agenda they have DRC meetings to discuss items. Council President Burrell stated there is only one elected official on the Commission; and the Council rotate throughout the four-year term.
