COUNTY OF BALDWIN ) (
The City Council met in a Work Session
at 4:30 p.m., Fairhope Municipal Complex Council Chamber,
161 North Section Street, Fairhope, Alabama 36532,
on Monday, 26 October 2020.
Present were Council President Jack Burrell, Councilmembers: Jay Robinson,
Jimmy Conyers and Robert Brown, City Attorney Marcus B. McDowell, and City
Clerk Lisa A. Hanks. Councilmember Kevin Boone and Mayor Karin Wilson were
absent.
Council President Burrell called the meeting to order at 4:34 p.m.
The following topics were discussed:
• Operations Director Michael Allison and Wes Boyett addressed the City Council and
explained the need for a Mutual Aid Agreement for the Gas Department. The City
Council questioned outages and crews. Mr. Boyett said there was damage to service
by trees or damage to homes by trees. Mr. Allison said we would only send crews if
we can spare them.
• Mr. Allison addressed the City Council and said there would be a resolution for
engineering services for the Morphy site at the next meeting.
• Special Projects Manager Lynn Maser addressed the City Council regarding Quail
Creek Clubhouse and Fairhope Docks damage from Hurricane Sally and projected
losses. Council President Burrell questioned the ice machine. Ms. Maser replied the
ice was still flowing and money being refunded. She said it needs repairing.
• Recreation Director Pat White addressed the City Council regarding the Soccer
Toumament this past weekend. He said there were 104 teams; and he gave his staff
"kudos" for working hard to pull this off. He thanked Ms. Maser who was a huge
help to his department.
• Community Affairs Director Jessica Walker addressed the City Council and
mentioned the National Park Service study.
• Public Works Director Richard Johnson addressed the City Council and gave an
update of the recovery of Hurricane Sally. (See attached handout) He said the City
services 165 miles of road; and 60 percent has been collected to date. Mr. Johnson
said he has communicated with contractors that they must remove the debris after
cutting down good trees not associated with Hurricane Sally.
Mr Johnson said we had a kickoff meeting last Thursday; and we should have had
contact with FEMA by now. He said this should have been within seven days. Mr.
Johnson said the bulkheads are not covered by insurance, so FEMA will be our last
resort.
