COUNTY OF BALDWIN ) (
The City Council met in a Work Session
at 4:30 p.m., Fairhope Municipal Complex Council Chamber,
161 North Section Street, Fairhope, Alabama 36532,
on Monday, 27 January 2020.
Present were Council President Jack Burrell, Councilmembers: Jay Robinson, Jimmy
Conyers, Robert Brown, and Kevin Boone, Mayor Karin Wilson, City Attorney
Marcus E. McDowell, and City Clerk Lisa A. Hanks.
Council President Burrell called the meeting to order at 4:32 p.m.
The following topics were discussed:
• Brandon Goertz, a representative from the film "Map of Tiny Perfect Things,"
along with Community Affairs Director Jessica Walker addressed the City
Council and gave an update on Filming Sites and Process. Mr. Goertz explained
the ehanges and stop light shots. He said traffie flow would be intermittent with
at least 40 to 50 minutes eaeh hour.
Councilmember Robinson commented they did best they could to film and keep
closures less; being intermittent. Couneil President Burrell stated he needed to
hear from the Downtown Merchants Association; and send their feedbaek to the
City Clerk. Councilmember Brown agreed that they wanted to hear from the
merehants before deeiding. Couneil President Burrell suggested Mr. Goertz and
Ms. Walker to take a straw poll to get a "Warm Fuzzy" response.
Reereation Director Pat White addressed the City Couneil regarding the
Diseussion of Parks and Franehise Agreement and Use of City Property. Mr.
White mentioned the Fairhope Soeeer Club with the Soecer Travel Clubs, Soecer
Aeademy, and Gulf Coast Rangers being under their umbrella. He said that these
needed to have a franehise agreement with the City to use their faeilities; and
handed out the Fairhope Soecer Club's 2018 finaneial statement and the Gulf
Coast Rangers Football Club fees for fall 2019.
Couneil President Burrell commented the Fairhope Reereation Leagues should be
priority for publie use. City Attomey Mareus MeDowell said this possibly is a
bid law issue; using fields exelusively for private entity.
Mr. White brought the Summer Camp Program and the salaries of the coaches
being under his budget; and listed under Summer Camp. He said the exereise
room is open and they hold a three to four day football eamp. Mr. White stated
that other Cities have the eoaches too, but ehannel funds through the Baldwin
County Board of Education. Mayor Wilson said we need to set goals for these
coaehes.
