HomeMy WebLinkAbout02-27-2020 Work Session Meeting MinutesSTATE OF ALABAMA ) ( COUNTY OF BALDWIN ) ( The City Council met in a Work Session at 4:30 p.m., Fairhope Municipal Complex Council Chamber, 161 North Section Street, Fairhope, Alabama 36532, on Thursday, 27 February 2020. Present were Council President Jack Burrell, Councilmembers: Jay Robinson, Jimmy Conyers (arrived at 4:45 p.m.), and Robert Brown, Mayor Karin Wilson, Attorney Trey Canida for McDowell (arrived at 4:52 p.m.), and City Clerk Lisa A. Hanks. Councilmember Kevin Boone and City Attomey Marcus E. McDowell were absent. Council President Burrell called the meeting to order at 4:33 p.m. The following topics were discussed: • The Discussion for Awarding Bid No. 010-20 Church Street Utility and Drainage Improvements for the Utilities and Public Works Departments was first on the agenda. City Treasurer Kim Creech addressed the City Council and explained the $1.6 million deficit needed to fund the project. Richard Peterson addressed the City Council and said this is part of the "Transmission Project Upgrades" which will have a storm water outfall. He said also included is gas cast iron replacement and public works drainage improvement from Oak to Pels on Church Street. Public Works Director Richard Johnson said they would be upsizing and replacing pipes; addressing ADA compliancy; and would be a phased project beginning at the low end near the Wastewater Treatment Plant. Steve Delahunty with Sawgrass Consulting said this was competitively bid; there are depth issues; and a collapsed stormwater line. Mr. Peterson said we will reline collection system on gravity. Ms. Creech mentioned using Impact Fees for part of this project; and drainage system is allowed due to impacts and growth from new development. Councilmember Brown said we need a Work Session to discuss further. Ms. Creech commented the City needs a line of credit for Restore Act Funds large projects. Council President Burrell stated that he and Councilmember Conyers will meet with Ms. Creech to discuss. • Gas Superintendent Terry Holman addressed the City Council regarding the Discussion on "Bidding the installation of Natural Gas Mains. He stated that the Gas Department put in 48,000 feet last year; and would like the City Council's blessing to bid out for installing natural gas mains. Mr. Holman said his crews have been working overtime and are not keeping up with maintenance. He said so far, we have installed 12,000 feet and working three crews now. Operations Director Michael Allison said we would ask contractor to ramp up as needed and ramp down as needed. He commented we would provide the standards that must be met. The consensus of the City Council was for this to be put out for bids.
