The City Council met in a Work Session
at 4:30 p.m., Fairhope Municipal Complex Council Chamber,
161 North Section Street, Fairhope, Alabama 36532,
on Monday, 13 September 2021.
Present were Council President Jack Burrell (arrived at 4:37 p.m.),
Councilmembers: Corey Martin, Jimmy Conyers, Jay Robinson, and Kevin Boone,
Mayor Sherry Sullivan, City Attorney Marcus E. McDowell, and City Clerk Lisa A.
Hanks.
Council President Jack Burrell called the meeting to order at 4:37 p.m.
The following topics were discussed:
• The first item on the Agenda was the Working Waterfront Project; and Special
Projects and Grant Manager Jessica Walker began with the introduction. Mayor
Sherry Sullivan said there was a Steering Committee with two Councilmembers on it.
Scott Hutchinson with the GMC Team addressed the City Council and stated we have
a consultant ADA report; and the Committee needs direction from the City Council.
He said the first item is do you want a ramp or no ramp; and the second item is
location for ramp if you want one . Mr. Hutchinson said he hoped these would prompt
some discussions.
Mayor Sullivan said we could go forward with concept as is; halt project all together ;
or remove all ADA compliance . Adam Martin with GMC addressed the City Council
and showed them design options for a ramp and a hill with access . (See attached
handout) Council President Burrell questioned parking at the top of the hill. He said
there is handicap parking only near ramp. Mr. Hutchinson said we could show
handicap or stroller parking. Mayor Sullivan said the greenspace near the lift station
would be for handicap parking.
Council President Burrell said there are erosion concerns and bluff stabilization. Mr.
Hutchinson replied there are more piles on the bluff in the Cyan Design; and the Pink
Design has no piles on bluff but more mass. Mayor Sullivan told the City Council
that they reached out to ACDNR regarding ADA compliance; and they said ADA
compliance must be in Project because of Federal funds being used. Councilmember
Robinson said the focus is what the Project will do to the bluff aesthetically. He said
it gives others access from top hill access. Councilmember Martin said it should be
nearer to pier. Councilmember Robinson commented where it is, it is less intrusive .
Councilmember Boone said if we are going to do the Project, we must have a ramp .
Mr. Adam Martin said we must have access to all features for ADA compliance.
Council President Burrell said that Item Number 23 will add this to the Project.
Councilmember Martin suggested bringing in some of the Community that need thi s
access. Mayor Sullivan said this will not be the last chance for input from
Community.

• Counci lmember Martin stated there are two agenda items for the Recreation Board
on the agenda tonight: two appointments and the revision to by-laws.
• Councilmember Conyers announced the tentative date for the retirement party for
Martin Lanaux is November 1, 2021.
• Councilmember Boone gave an update on the Personnel Board who are reviewing the
Compensation Study; and said there are two members for appointment on the agenda
tonight.
• Public Works Director Richard Johnson addressed the City Council and mentioned
the Twin Beech Project; and crews trimming trees for stringing lights for the Lighting
of Trees.
• Special Projects and Grant Manager Jessica Walker addressed the City Council
regarding the following items: Parking Authority meeting and they want to meet
monthly; Junior City Councilmembers; Hazard Mitigation Grant; Safe Room
Application; and Church Street Project Phase 2.
• City Treasurer Kim Creech addressed the City Council regarding year end planning
and inventory . She briefly explained Agenda Items 11 and 25.
• Recreation Director Pat White addressed the City Council and said that fa ll season
sports have kicked off.
• Community Affairs Director Paige Crawford addressed the City Council and
reminded them of A labama Coastal Cleanup on Saturday. She said volunteers will
get tee shirts and food.
• Fire Chief Chris Ellis addressed the City Council and said the were awarded the
Assistance Firefighters Grant.
• Assistant Electric Superintendent Jeremy Morgan addressed the City Council
regarding the crews trimming the trees for Christmas lights.
• Water and Sewer Superintendent Jason Langley addressed the City Council and
briefly explained his department 's Agenda Items Number 13, 16, 17 and 19.
Council President Burrell requested an overview for the next five to six years with
sketches and/or pictures.
• Human Resources Manager Traveis Cunningham addressed the City Council and
stated that after the first incentive payout for the COVID-19 Vaccine; 30 percent of
all employees have been totally vaccinated. He mentioned the Personnel Board
meeting who a lso discussed Pers01rnel Handbook amendments. He said we have a
new HR Coordinator: Kim Shaw.
• Gas Superintendent Terry Holman addressed the City Counci l and said he has over
500 e-mails to go through . Mr. Holman thanked Jeremy Little, Wes Boyett, and Mark
Davis for their hard work while he was out. He thanked everyone for their thoughts
and prayers; and said he was glad to be back.

• Planning and Zoning Manager Hunter Simmons addressed the City Council and
reminded everyone of the first meeting for the Comprehensive Plan on September 22,
2021 from 6:00 p.m. to 8:00 p.m. at the James P. Nix Center. Mr. Simmons
announced that this meeting would be live streamed.
• Building Official Erik Cortinas addressed the City Council regarding Agenda Item
Number 9; the amendment for storage buildings.
• Council President Burrell said on Agenda Item Number 10 we need to add "with no
voting privileges ."
• Public Works Director Richard Johnson addressed the City Council regarding
Agenda Items Number 14 and 15.
• Council President Burrell said we need to amend the agenda to add on a resolution:
that the City Council hereby adopts and incorporates a field use agreement for
general field and tournament use of its several sports complex facilities. All other
field use agreements currently in place are hereby repealed ; specifically, Resolution
No . 3736-20. He said this is another step in the right direction to help with this issue.
Concessions were mentioned and discussed by the City Council. It was mentioned
that vendor fees are included in the agreement. Council President Burrell said this
item will be added after Agenda Item Number 27.
The Agenda Meeting was held during the Work Session under Department
Head Updates.
There being no further business to come before the City Council , the meeting
was duly adjourned at 5:55 p.m.
