HomeMy WebLinkAbout10-11-2021 Work Session Meeting MinutesSTATE OF ALABAMA COUNTY OF BALD WIN ) ( ) ( The City Council met in a Work Session at 4:00 p .m ., Fairhope Municipal Complex Council Chamber, 161 North Section Street, Fairhope, Alabama 36532 , on Monday, 11 October 2021. Present were Council President Jack Burrell, Councilmembers: Corey Martin, Jimmy Conyers , and Kevin Boone, Mayor Sherry Sullivan, City Attorney Marcus E. McDowell, and City C lerk Lisa A. Hanks. Councilmember Jay Robinson was absent. Council President Jack Burrell called the meeting to order at 4 :30 p .m. • The first item on the Agenda was th e Fairhope Public Schools Commission Update given by Carrie McLemore . She said this is the second academic year since the Tax District was formed. Ms. McLemore told the City Council that approximately $400 ,000 .00 has been given to each school and all funds tied to academics. She said they want to build a reserve fund in case of emergency . Ms. McLemore said, "it is a great privilege to serve on this Commission" and thanked the City Council for its support. Counci l President Burrell asked about the $300,000.00 funds from the K-1 Center. Councilmember Martin asked about getting more counselors for the schools. • Special Projects and Grants Manager Jessica Walker addressed the City Council for the Discussion of the Young Street Community Park Garden Project. She announced the City wa s awarded a grant to help make a new garden a rea lity from the Fairhope Point Clear Community Foundation, an affiliate of the Community Foundation of South Alabama. Ms. Walker gave and timeline for the project. (See attached handout) • Mayor Sullivan thanked Staff for their hard work on this $113 million dollar budget. She went over the budget highlights for the upcoming fiscal year. City Treasury Kim Creech addressed the City Council and presented a Power Point Presentation and gave budget comparison by Funds : "City of Fairhope Budget 2022 Fiscal Year Budget." (See attached) Council President Burrell mention the AMI $2 .0 plus million rebate from AMEA. Mayor Sullivan said the roundabout at Veterans and Highway 104 will be an Eastern Shore Metropolitan Planning Organization project for 2022. Mayor Sullivan explained the vehicles and carryovers for this year; and mentioned we are having trouble getting vehicles that were approved . She explained vehicles are either sold or handed down to other Departments. Council President Burrell said there is no borrowing in most of the D epartments. He said Water and Sewer will need a short-term loan for projects. Council President Burre ll explained Paragraph 4 in the budget resolution. He requested Department by Department for the last six years; and said that Sales Tax needs to be handled per the Ordinance . • Councilmember Martin gave an update on the Fairhope Environmental Advisory Board and said they are looking at another time and day for meetings. He mentioned the Boy Scouts have recomm ended not to build the pond on County Road 13 property . Monday, 11 October 2021 Page -2- • Public Works Director Richard Johnson addressed the City Council regarding the Pecan Building Project; Twin Beech Project ; ESMPO Project for Greeno-Gayfer Turn Lanes; North Ingleside Drainage Project; and Nichols Sidewalk Project in partnership with Fairhope Single Tax Corporation. • Recreation Director Pat White addressed the City Council regarding the Barnwell Sports Complex repairs; ball fields at Volanta; and Fairhope versus Baker game Friday night. • Special Projects and Grants Manager Jessica Walker addressed the City Council regarding the Comprehensive Land Use Plan Community Neighborhood meetings ; and said these are all open to the public. • Assistant Electric Superintendent Jeremy Morgan addressed the City Council gave an update on the Morphy Substation; the System Study; and mentioned the AMI kickoff meeting. • Police Chief Stephanie Hollinghead addressed the City Council regarding the Fairhope Citizens Police Academy. She said this Academy will last six weeks; and will be one day a week for two hours . • Gas Superintendent Terry Holman addressed the City Council and thanked them for doing the ride arounds. He m e ntioned the Church Street Project ; and the Pub lic Service Commission's inspection that went well. • Water and Sewer Superintendent Jason Langley addressed the City Council regarding Well #4 and stated the media announced this well was shut down. He commented Well #4 meets all requirements and is still working; and said that Well #5 is the only well shut down. Mr. Langley said he has great crews and they worked during the rainstorm . He told the City Council that Tim Manuel and Curtis Cooper are both exceptional and appreciated. • IT Director Jeff Montgomery addressed the City Council regarding the Sewer Plant Recabling Project. He addressed Agenda Items #13 and #14; and explained the "Patch Software ." • Building Official Erik Cortinas addressed the City Council regarding the USA Mapp Building; ALDis Land Disturbance Permit ; The Reserve Land Disturbance Permit ; and Two Hangers Land Disturbance Permit. He mentioned Downtown Projects and Seven Subdivisions. Mr. Cortinas thanked the City Counci l for the iPads for his Department. He gave credit to his Department for the following: Martha Smith received her ICC Certification as a Permit Technician; Shawn Brad ley received his Mechanical Inspection Certification; Cameron Nixon received his Higher E lectrical Certification; and Billy Nelson passed the Certified Floodplain Manager 's Exam .
